<br />(2) That the Council of the City of Portsmouth, Virginia, Will appropriate $75,000.00 or an amount
<br /> equal to its local share of the financing of such project, upon the final approval of such grant
<br /> as requested. -

<br />~nat the City of Portsmouth, Virginia, agrees that it will not deny s~y person on the basis of race,
<br />color, or national origin the use or benefit of such recreational facility as is developed pursusmt
<br />to this prposal, and that it shall co~ly with the terms and intent of Title VI of the ~ivil Rights
<br />Act of 1964 and the regulations promulgated pursuant to such Act by the Secre~ry of the Interior."

<br /> 69-363 - "I submit the attached ordinance and recommend it be placed on first reading. This establishes
<br />a Department of r~n~lneerlng for the City of Portsmouth and is in accordance with the recommendation made by the
<br />Public Administration Service in their recent study of the Portsmouth City Government.
<br />
<br /> This new division will be a service and not an operating unit. Its responsibilities will be, for the:~m8st
<br />part, restricted to the engineering aspects of proposed public improvement projects. The major responsibil~tie=
<br />assigned to this division will include the following: ~ - -
<br />
<br />(1) Engineering and planning.
<br />
<br />(2) Surveys for and design of public improvement projects (streets, side~ks, curbs and gutters).
<br />($) Surveys for and design of water and sewer extensions.
<br />
<br />(4) Review of subdivision and ufosn renewal plans.
<br />
<br />(S) Provision of engineering advice and assistance to all municipal agencies.
<br />
<br />(6) Preparation and upkeep.of official maps and other engineering records.
<br />
<br />(7) S~pervision of Consulting Engineers
<br />
<br />(8) Issuance of permits and construction inspection.
<br />
<br />(9) Centralized drafting services.
<br />
<br /> In making this recommendation, I woUld like to quote ~

<br />municipal activity, insofar as they are evident to the citizens on a daily basis, are the conditions of the
<br />streets he uses, the quality and de~psdabilty of thew-ater he consumes, mhd the regularity With which his re-
<br />fuse is removed. ~nese reflect basic public works sad utilities fur~ctions of the municipality. The City of
<br />Portsmouth, like most other mtmicipalities, provides its citizens ~th a wide range of public facilities and
<br />services~ These include streets, sidewalks, bridges, sewers, waste water treatment, parking and traffic control
<br />refuse collection and disposal, mosquito control, water treatment, and engineering services".
<br />
<br /> The City's present organizational structure contains a number of adverse charagteristics which tend to
<br />imhibit the provision of public works and utility services in a most effective and economical manner. Among
<br />the more serious defects in the present system are the following:
<br />
<br />(1)The limited engineering staff is dispersed among operating departments.
<br />
<br />(2)The lack of engineering talent h~$ resulted in heavy reliance on Consulting Engineers,
<br /> both for the preparation of plans ans specifications and for inspection of construction.
<br />
<br /> Also, there is an apparent distortion of prioriteies in enlarging the te~anical staff. Faced with critical
<br /> lack of civil engineering talent in the Public Works and Water Departments, the City is making only a minimum
<br />· e~zort to recruit such personnel.
<br />
<br /> ~ne reorganization plan proposed for the Public Works, UtiLities m~d allied functions is intended to remedy
<br />the present deficiencies and to ~rovide a structure such that these essential public deficiencies and to nrovide
<br />a structure such that these essential p~oLic services can be provided in a more logical and ca~rdin~ted ms~ner.
<br />The plan draws a distinction between the planning~ service, and operating characteristics of the Public Works
<br />and Utilities f~ncitions. A single engineering staff can perform technical services more efficiently ~nd eco-
<br />nomically if it is centrally located."
