A large parer of. t~e back-up begins at the High School and by the <br />time it reaches Cedar La_ne, the damage has been done when you have bumper to bumper traffic from Cedar Lane to <br />the by-ps,ss which when added to the Cedar Lane trffic cannot beddispersed. <br /> <br /> It will cost approximately $97,000 to add a lane from ~urchland High School to the bridge. It will cost <br />approximately $57,000 to build from Cedar Lane to the bridge; however, it should be pointed out that the <br />$5~60~.~ea~s ~ioefe~o~ to the percentage of results we could expect. ~nile $57,000 is ove~ half of the <br />$97,000 total project cost, only one-third of the results that th~ total project will de. liver will result from <br />building only this portion. <br /> <br /> Unless we can foresee completion of an additional lane from the High School to the Bridge at some future <br />date, it is doubtful that the funds expen~ed would yield adequate return by building only a portion of this <br />lane. In view of budgetary consierations, this project could be developed in stages: <br /> <br />(1) Construct Cedar Lane to the Churchland Bridge in the 1969-70 budget. <br /> <br /> (2) Construct an additional lane from ~hurchland Hi~n School to iCedar Lane in the 1970-71 budgeti. <br /> <br /> In the 1969-70 budget, there was approDriated $250,000 for street and highway maintenance. Of this amount, <br />$164,098 has been expended through Novembe~ t, leaving a balance of $85,902 available for street maintenance <br />materials fro the balance of the fiscal year~ It is estimated that $57,000 will be needed for routine main- <br />tenance and snow removal and the remaing $28,000 will normally be used in the Spring paving program to repair <br />streets which have been damaged uring the Winter. These funds could be used on this project; however, should <br />we have any substmntiat snowfalls during the Winter, we would have a deficit in this appropriation at fhe end <br />of the fiscal year. City department heads have <br />been working with representatives from the Commission of Outdoor Recreation on developing a suitable plan for <br />recreation facilities on this site. The plan calls for the development of approximately 60 acres and will <br />provide picinic a~eas looking out upon the waterfront, group ca~Ding areas in a day camp area which could serve <br />many organizations at the same time. It also provides a tenting and cm%p trailer area, along with a boat bs3in <br />area. Besides these primary uses, there would also be included an archem/ area, a children's fish pond, a <br />tennis area, etc. This will leave a~roximately 200 acreas for the construction of a golf course at some futur. <br />date. <br /> <br /> This application to the Commission of ~ltdoor Recreation for this grant estimates the cost of the project <br />to be $300,000.
