<br /> Motion of Mr. Hastes to concur in the recommendation of the Planning Commission to approve the following
<br />resolution was adopted, with one dissenting vote - Mr. Turner~

<br /> $~,~qEREAS, P.L.S., Incorporated has made an application pursuant to Section 4-2 of the Zoning Ordinance
<br />of the City of Portsmouth, 1961, for the granting of a use permit as hereinafter described; and
<br />
<br /> WHEREAS, the applicant, the Planning Director and the City Manager have done all things required to be
<br />done in connection with said application, and the Planning Commission has recommended the granting of said
<br />permit, Subject to the conditions hereinafter stated.

<br />NOI~, THEREFORE, BE IT RESOLYMD by the Council of the City of Portsmouth, Virginia;

<br />pursuant to Section 4-2 of said Zoning Ordinance, for the operation of an automotive
<br />service station located on the property described as follows:

<br />Beginning at the northeast corner of Victory Boulevard and Francis Street; thence northeast
<br />along Francis Street 108.5 feet; thence southeast 132.10 feet; thence south 66.76 feet to
<br />Victory Boulevard; thence northwest 137.65 feet; thence northwest 16.2 feet to the point of
<br />origin."

<br />The following reports from the City Manager were read:
<br />
<br /> 69-375 - "Last year the ~ity Council adopted an ordinance changing the Council meetings in December to
<br />the first and third Tuesdays in lieu of the second and fourth Tuesdays. This was done ~ remove the second
<br />meeting in the month away from the Christmas holiday.
<br />
<br /> With this d]ange, it calls for the first meeting in DecemToer to fall on the second of the month. The
<br />Mayor and the City Manager will be out of town on this date, and I, therefore, recommend that the Council
<br />meeting of December 2 be changed to Tuesday, December 9."

<br /> Motion of Mr. Smith to concur in the recommendation of the City Manager was adopted, without dissenting
<br />vote.
<br />
<br /> 69-376 - "I submit the attached resolution mud recommend its adoption. This is a resolution of
<br />appreciation to Mr. Frederick W. Beazley for~ his donation towards construction of a new Public Health Center
<br />for the City of Portsmouth."

<br />On motion of Mr. Turner, the following resolution was adopted, without dissenting vote:

<br />PUBLIC HEALTH CENTER AND FOR OTHER PHILANTHROPIES

<br /> ?~Z~EREAS, Frederick ~. Beazley has for many years contributed his talents, time and financial resources
<br />to the betterment of the City of Portsmouth, Virg/nia, and the surrounding community; and
<br />
<br /> WHEREAS, his recent donation of Three Hundred Fifty Thousand ($350,000.00) Dollars for a new Portsmouth
<br />Pffblic Health Center is but another example of his matd]less generosity in a long histor~ as a philanthropist;
<br />
<br /> NOW, THEP~FOF~E, BE IT RBSOLI~D by the Comncil of the City of Portsmouth, Virginia, that the heartfelt
<br />thanks of the citizens of this City be hereby publicly expressed to Frederick W. Beazley in ~ppreciation for
<br />all his unselfish and magnanimous acts for the p~olic good which have contributed mightily through the years,
<br />to educational and cultural advancement and to improving the health and welfare of our citizenry among the
<br />p~esent generations and those yet to come;
<br />
<br /> BE IT FUR~{ER RESOLVED that a copy of this resolution be spread upon the minutes of this Council and that
<br />a copy hereof be presented to the said Frederick l~. Beazley."

<br /> 69-377 - "After analyzing the City's expenditures for the four months through October S0, 1969, I feel I
<br />should bring to the attention of the Council the status of our welfare budget. At the beginning of the budget
<br />year, there was appropriated $3,079.124 for this department, and through October, 51% of these funcls had been
<br />expended. ProjDcting our expenditures for the next eight months ~ased on the experience of theppast four, it
<br />is estimated it will require better than $900,000 to meet the needs. Of this S900,000, the local cost will
<br />~mou~l~ to approximately $141,900. For the information of the Council, there is attached hereto a breakdown by
<br />categories showing ~at has been appropriated and expended and what the estimated needs are for the balance
<br />of the fiscal year~
