At a regular meeting of the City Council, held on November 25, 1969, there were present: <br /> <br />Jack P. Barnes, Geo~ge'D. Eastes~ James W. u <br /> .... oltey, Burrell R. Johnson, Isaac W. King, R. Irvine Smith, <br />Raymond Turner, A. P. Johnson, Jr.,:,City Manager, and James .Jones, Assistant City Attorney. <br /> <br />?ne meeting was onened with prayer by Mr. King. <br /> <br /> 69-372 - ?ne following resolution was presented to Miss Jacoueline Edmonds, Junior Miss of the City for <br />1970: <br /> <br />"A RESOLUTION CO~NDING MISS JACQUELtNE LADINE EDMONDS, JUNIOR MISS OF THE CITY OF <br />PORTSMOUTH FOR 19~0 <br /> <br /> I%~{BRE.&$, ;~.iss Jacqueline gadine Ed~mpnds, a senior at I. C. Norcom High Smhool his recently been <br />selected as Junior Miss, 19YO, for the City of Portsmouth, Virginia; and <br /> <br /> WHEP~AS, Miss Edmonds has distinguished herself and her family by maintaining a 94.8 s~holastic <br />average, by being elected to and acting as vice Dresident of I. C. Norcum's Honor society, by actively <br />~articipating in school social and political activities, and by utilizing her musical talents as a member <br />of I. C. Norcam's band BRd'or~hestra; and <br /> <br /> I~_.~HEREAS, such honors and achievements furnish an extraordina~ example for this City's young people <br />and encourage similar achievements by Portsmouth youth. <br /> <br /> NOW, THE~FORH, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Miss Edmonds <br />be hereby co~mended on behalf of the citizens of this City for her achievements. <br /> <br /> BE IT FURTHER RESOLlfED that Miss Edmonds be extended on behalf of the citizens of the City every wish <br />of success in the forthcoming State Junior Miss pageant and in her future endeavors. <br /> <br /> BE IT FURTHER R BSOLVED that a copy of this resolution be spread uoon the minutes of this Council <br />and that a copy be presented to Miss Jacoueline Ladine Edmonds." <br /> <br /> 69-373 - The following resolution commending Chandler Harper unon his m~ti~n to 'the Hall of Fame <br />of the Professional Golden Golfer~B As3ociation, was read: <br /> <br />"RESOLLrFION CO~ENDING MR. CHANDLER HARPER UPON HIS ELECTION TO THE HALL OF F;~\~ OF THE <br />PROFESSIONAL GOLDEN GOLFER'S YSSOCIATION <br /> <br /> ~%~ERBAS, Mr. Chandler Hafner has been honored by his fellow golfers and the P~ofessional Golfer's <br />Association by his election to the Hall of F~me of the Professional Golden Golfer's Association. <br /> <br />such an honor has been accorded to only 30 other golfers. <br /> <br /> ~HEREAS, Mr. Harper's many outstanding accomplishments as a golfer and this latest high honor have <br />brought national fame and recognition to the City of Portsmouth, Virginia. <br /> <br /> N~, THEReFORe, BE IT RESOLVED by the Council of the City of Portsmm~th, Virginia, that Mr. Chandler <br />Haroer be hereby commended on behalf of the citizens of the City for the extraodinary honor which he has <br />received. <br /> <br /> BE IT FU~fMJ~R RESOLVED that a copy of this resolution be spread upon the minutes of this Council and <br />that a copy be nresented to the said Chandler Harper." <br /> <br />69-374 - ?ac following public hearing on zoning changes and use permits was held: <br /> <br />Petition Z 69-41 - David E. and Janet H. Jacobs <br /> <br />No one spoke relative to the application. <br /> <br /> not <br /> Motion of~r.U Holley/~o approve the following ordinance on first reading was adopted, without dissenting <br />vote: <br /> <br />"ZONING ~NDMENT ORDIN;aNCE Z 69-41" <br /> <br />Petition Z 69-43 - John T. Fisher, ,Jr. <br /> <br />No one spoke. <br /> <br /> Motion of ~' <br /> ~r. Turner to approve the following ordinance on first reading was adopted, without dissenting <br />vote: <br /> <br />"ZONING ;~END~vFENT ORDINkNCE Z 69-43" <br /> <br />Petition Z 69-45 - City Planning Com~mission <br /> <br />Dusme Stewart ~poke. <br /> <br />On motion of Mr. Holley, ~he following ordinance was approved on first reading, without dissenting vote: <br /> <br />"ZONING AJ~'~NDf¥'~NT ORDINANCE Z 69-45" <br /> <br /> <br />
