intersection and remain there. ~le outfall pipe under the railrdad and into the City of Chesapeake is at or
<br />very near the same elevation as the low point in the valley gutter. ~]is is a 48-inch drain and in wet weather
<br />or whenevere water is draining off, ~qe water level is 18 inches to 30 inches above the pipe invert. This
<br />results in almost constant flooding of the intersection.

<br /> /]nere is located in the low point of the valley gutter a sanitary sewer manhole. Tais contains vent holes
<br />to release sewer gases, but in thi~ case, se~ves to slowly drain off the rainwater which cannot drain away as
<br />the designer of the sub-division evidently intended. !~en the flooding in the intersection reaches a depth of
<br />approximately 1S f~18::in~e~ it overflows at a hi~ pint in the curb mud gutter on the east side of Bunmhe
<br />Boulevard between Tgft and Beechdale. The overflowing water rmns north on Bunche to the corner, then east on
<br />Bee~ndale ~pproximately 300 feet to a valley gutter across B~echdate, then porth into a 1S-inch pipe northward.
<br />
<br /> The sewer manhole in the valley gutter has proven to be a problem after some of the residents learned that
<br />this served as the drain plug. They have removed it at odd hours, expecting it to drain like a giant bathtub.
<br />At times, it works, but other times it takes a couple of days to drain off mud be pumped away. ~ne City has be~
<br />doing tjX, is during Working hours but always keeps a man and a sign over the open hole to keep anyone from going
<br />into it. ?gnen this hole is left open under water with no marking, it is extremely dangerous to individuals or
<br />automobileA. We have recently drilled additional holes in this manhole cover and welded, it in place to elimi-
<br />nate this danger.
<br />
<br /> In 1967, a study was made of this by tine Public Works Department to ~ive relief on a temooram/ basis. It
<br />was fotmd that relief could not be given by an open ditch parallel to the railroad due to the' required depth
<br />of the cut. The estimated cost for temporary relief at this intersection was $43,000 and it was the recom~nen-
<br />dation of the Public Works Department that this work be delayed until the Engineers completed the drainage
<br />survey that was in progress for the 1960 annexed area, and further, that this work be done in accordance with
<br />the ,~4aster Drainage Plmn for the whole area.
<br />
<br /> The cost for construction of these storm d~ains in accordance with the ~'~-aster Plmu is estimated at $70,000.
