At a regular meeting of the City Council, held on December 16/ i969 there were present:

<br />
<br />Minutes of regularJmeeting held on December 9, 1969 were read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 69-419 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates
<br />$7,227,652.50 for capital projects from a recent bond sale. These ~Dpropriations cover projects that have
<br />previously been committed by the City Council. Partial apprpriations have been made on some of the projects,
<br />and this will appropriate the balance of funds needed on the individual projects."

<br />On motion of Mr. Turner, ~he following resolution was adopted, without dissenting vote:

<br /> 69-420 - "t submit the attached resolution ~d recommend its adoption. This authorizes us to take the
<br />necessary steps to become eligible under the National Flood Insurance Program for insurance for property owners
<br />whose land becomes inundated by flood waters periodically.
<br />
<br /> ~qe Department of Housing and Urban Development hms initiated a National Flood Insurance Program and to be
<br />eligible, it requires cities to take certain steps before this insurance will be made available. One require-
<br />ment is the adoption of this resolution by the City Council, m~d also a flood plain information study has to
<br />be made. The City Council, by resolution, has pre~iously approved this study being made and this will be done~
<br />in 1970 by the Corps of Engineers. After this gtudy is completed, it will be necessary for the City Council to
<br />adopt land use and control measures consistent with the criteria of the National Flood Insurance Program.
<br />this is completed, citizens li~ing in low-lying areas subject to periodic flooding can take advantage of this
<br />insurance."

<br />On motion of Mr. Smith, the following resolutian was adopted, without dissenting vote:

<br />"RESOLUTION AGREEING TO TAKE APPROPRIATE ACTION INCIDENT TO MAKING APPLICATION FOR FLOOD INSURANCE
<br />
<br /> WHEREAS, the City of Portsmouth, Virginia, hereby expresses positive interest in securing flood insurance
<br />through the flood insurance program administered by the Secretary ~'?Housing and Urban Development mnder the
<br />provisions of the National Flood Insurance Act of 1968; and
<br />
<br /> WHEREAS, under the provisions of Article 8, Chapter It, Title 15.1, of the Code of Virginia, as amended,
<br />the City of Portsmouth, Virginia, is authorized to regulate land use in flood-prone areas within its boundaries;
<br />and
<br />
<br /> ~iE{EREAS, lands within the boundaries of the City of Portsmouth, Virginia, are subjected to periodic in-
<br />undation by floodwaters from the Elizabeth River and its tributaries; and
<br />
<br /> ~EREAS, such periodic inundation by floodwaters in the past has caused amage to and loss of property, and
<br />such losses may be expected to occur in the future; and
<br />
<br /> %%~EP~EAS, no insurance is available to cover adequately t!~ose losses which may be expected to occur from
<br />time to time as a result of periodic flooding in those areas affected; and
<br />
<br /> WHEREAS, the City of Portsmouth, Virginia,recognizes the existence of an extreme need for flood insurance
<br />to maintain the economic and social well-being of those in the affected areas and is d~sirous of meeting that
<br />need through participation in the National Flood Insurance Program; and
<br />
<br /> WHEREAS, the City of PortsmoUth, Virginia, is willing and able to regulate floodplain land use through
<br />appropriate zoning, s~Ddivision regulations, building codes, easements, and other regulatory measures for flood-
<br />plain management; and
<br />
<br /> ~HEREAS, ~he City of Portsmouth, Virginia, is willing to coooperate with local, federal, and state agencies
<br />in the study, identification, and mapping of flood~prone areas within its boundaries; and to cooperate with
<br />local, federal, mid state agencies in the evaluation of floodplain hazards; and
<br />
<br /> ~EREAS, the City of Portsmouth, Virginia, is willing and able to take such other official action as may
<br />be necessary to carry out the object.ives of the National Flood Insurance Progrmm;
<br />
<br />NO}~f, THEREFORE, BE IT RESOLVED by the Co%n~cil of the City of Portsmouth, Virginia, that it will:
<br />
<br /> 1. Promptly initiate steps to cause in floodplain information study to be made of the flood-affected
<br />areas of such maguitude ~nd detail as may be required by the Federal Insurance Administrator.
<br />
<br /> 2. As soon as practicable after the receipt of appropriate floodplain information for which the City of
<br />Portsmouth has applied for and received approval for a floodplain information study in accordance with Section
<br />206, P.L. 86-645 (Flood Control Acto of 1960) as amended, enacy and maintain in force for the affected flood-
<br />prone areas within its boundaries, land use and control measures consistent with the criteria of the National
<br />Flood insurance Program.
<br />
<br /> S. Cooperate with jurisdictions the boundaries of which are contiguous to those of Portsmouth, Virginia,
<br />in regulating the use of floodplains so as to minimize losses from flooding.
<br />
<br /> 4. Nereby appoint the City Manager of Portsmouth, Virginia, as the official with the responsibility,
<br />authority, and means to implement the commitments made herein for the City of Portsmouth, Virginia.
