Direct the Clerk of th; City of Portsmouth, Virginia, to provide copies of this resolution as may,be <br />required to be used in making ~plication for insurance coverage under the provisions of the National Flooa <br />Insurance Act of 1968 and to pro~ide a copy to the commissioner of l~ater Resources, Commonwealth of Virginia.' <br /> <br /> _ resolutions and recommend their adoption. The first resolution <br /> 69-421 "I submit the attached two <br />requests the State Highway Department to acquire a portion of the right-of-way for the Nestern Freeway Project <br />and also commits the City of PoCtmmouth to agree to provide its fifteen percent (15%) 6~ the cost. The High- <br />way Department has been requested to purchase the right-of-way on certain properties for the Western Freeway. <br />It is also necessary for the City to adopt a resolution agreeing to provide its fifteen percent (15%) of the <br />cost. <br /> <br /> The second resolution designates the Western Freeway as a limited access highway in the area where the <br />property is being purchased. This area is in the vicinity of Towne Point Road which will be an interchange <br />with the Western Freeway. ~his is a similar resolution to the one adopted designating the London-Glasgow <br />Street Highway as limited access in the vicinity of HE~b~r Drive, <br /> <br /> If at some future date, this highway is designated as an interstate, the City would be reimbursed its <br />fifteen percent (15%) that it has advanced." <br /> <br /> Motion of Mr. Eastes ~t~delete this item, on the recommendation of the City Manager, was adopted, without <br />.dissenting vote. <br /> <br /> 69-422 - "I submit the attached ~agr~ement between the Seaboard Coast Line Railroad Company and the City <br />of Portsmouth and recom.mend the proper City officials be authorized to sign. This is for the installation of <br />a sewe~ line under the railroad tracks at Greenwood Drive. <br /> <br /> The construction of this s~w~ line ia necessary under these tracks as it will connect with a pum. ping <br />station necessary to serve all of the un-sewered area south of Airline Boulevard." <br /> <br /> ~otion of Mr. Hotley that the proper city officials be authorized to sign the agreement was adopted with- <br />out dissenting vote. <br /> <br /> 69-423 - "The Portsmouth Redevelopment and Housing Authority has suggested two program3 for the Mt. l~ermol <br />area -- one rehabilitation project, and two Federally-as~sisted codes enforcement programs, along with a~cddes <br />enforcement program for the ~ ark View area not included in the Conservation Project. <br /> <br /> The proposed Mt. Harmon Rehabilitation Project would be bqdgeted for a seven-year period while the survey <br />mhd planning period would run approximately eighteen months. Since, at the earliest; it would be three to <br />six months before the survey and planning application would be ~pproved, we are talking about a minimum of nin~ <br />to twelve years under existing Federal guidelines~ in which the City c~erform eligible non-cash work in <br />this area mhd still receive credit for it. Monies that have already been expended or committed by the City, <br />such as the London-Glasgow Street Highway, provide the City with more than a million and a half dollars worth <br />of non-cash credits. Any other improvements anticipated to be performed will not have to commence for at <br />least a minimum of three to five years. <br /> <br /> The Authority, in estimating the budget, has been extremely liberal in its estimate of costs and extremel~ <br />conservative in its estimate of land disposition proceeds, and it is conceivable that due 'to this precautionar <br />measure by the Authority that the-London-Glasgow Street Highway can alone carry the City's one-third fgnancial <br />s~are of this project. <br /> <br /> Technicians as well as administrative personnel from the Department of Housing and Ufoan Development in <br />Philadelphia have looked at the Mt. Harmon area, and gone over the rough ~acts that figures compiled by the <br />Authority, and feel that without question this area is eligible, and would meet the requirements necessary to <br />enable this to be approved as a ~ederally-assisted rehabilitation project. <br /> <br /> The proposed ~.lt. Hermon Federally-assisted Code Enforcement Project consists of three sub-areas identified <br />as North ~t. Herman, South Mt. Hermon, and Park View. <br /> <br /> It is mandatory that tile City be the applicant for a Federally-asisted Code Enforcement Application. The <br />Authority, however, would prepare the application and undertake the execution activities for the City under a <br />Third Party Contract, if you so desire. In this program, the City must spend a minimum of $230,000 in improver <br />manta, such as curbs and gutters. ~lis must be done over a three to three and one-half year period, and means <br />committing the City to capital expenditures in the amount of $65,700 annually. The code Enforcement Program <br />must be completed within three years from date of execution, and the time limitations with regard to credit are <br />the same as in a conventional type progrmm. <br /> <br /> ~chnicians as well as administrative personnel from the Department of Housing and Urban Development in <br />Philadelphia have inspected these three sub-areas and had no questions as to their eligibility, and encouraged <br />the Authority to s. ubmit these areas in an application for a Code Enforcement Project. <br /> <br /> Since it will take approximately eighteen months to process the survey and planning for the Reh~oilitatlo~ <br />Project, and the London-Glasgow Street Highway is already under construction, we should not: take a ~a~lc~ of <br />losing this credit, qhere are no Federal funds in the construction of the highway; therefore, we will have <br />local credit of mo~e than $1,500,000 which will produce better than $3,000,000 in Federal funds. <br /> <br /> I, therefore, recommend that ~]e Portsmouth Redevelopment and Housing Authority be authorized to p~epare <br />applications for these projects." <br /> <br /> Motion of ~r. Turner to concur in the recommendation that the Housing Authority be authorized to prepare <br />the application was adopted, without dissenting vote. <br /> <br /> <br />
