Holley. <br /> <br />On ~otion of Mr. Eastes, nominations were closed. <br /> <br />Vote being taken, those nominated were elected for three year terms, expiring January 31, 1973. <br /> <br /> 70-22 - The following letter from the Central Civic Forum of Portsmouth was read: CThe Mayor explained <br />the letter had been presented to him too late for the agenda) <br /> <br /> "~nclosed is a copy.of a resolution that was pa~sed by the Central Civic Forum in a meeting held on the <br />above date. Will you please have it read to the Council." <br /> "~'~ereas, the Central Civic.Forum, through its Executive Com~uittee desires to speak in behalf of the B <br />Black citizens of the city of Portsmouth, concerning the MonolOg of a great man, Dr. Martin Luther King, whos <br />birth date is January 15th, be it: <br /> <br /> Resolved, that the Central Civic Forum record the endorsement of the Southern Christian Leadership <br />Conference's movement to have January 15fl~, declared a National Holiday in Honor of Dr. Martin Luther King <br />who contributed so much to the people of this Nation both Black and ~hite, also be it <br /> <br /> Resolved, that the ~ity fathers be asked to consider January 1Sth, Dr. King's Birthdate, and make some <br />provision for a memorial for him, on that day. Something that every citizen regardless of race, religion, <br />or income eould be proud of the city for, in its effort to achieve sound living environment, be it finally <br /> <br /> Resolved, that a copy of this resolution be given to City Cotmcil, and a copy be placed in the permanent <br />records of the Central ~ivic Forum." <br /> <br />Motion of Mr. Johnson to telerate a conference for study. <br /> <br /> Substitute motion of Mr. Eastes to adopt a resolution recognizing Mr. King's contribution to humanity <br />and to the United StateS, and asking that all people recognize his birth date, January 1S, was adopted, and <br />by the following vote: <br /> <br />Ayes: Eastes, Holley, King, Smith <br />Nays: Barnes, Johnson, Turner <br /> <br />Resolution - <br /> <br />"Resolved by the Council of the City of Portsmouth, Virginia: <br /> <br /> 1. That Dr. Martin Luther King's contributions to humanity in the United States are hereby <br />recognized. <br /> <br />2. That January 15 is recognized as the birthday of the said Dr. Martin Luther King. <br /> <br />3. That all citizens~ are requested to join in honoring his memory on that day." <br /> <br /> 70-23 - Hotion of Mr. Smith that the appointment of Justices of the Peace by the two judges of the <br />Hustings Court, rather than by the City Council, be included in Portsmouth's charter amendments, was lost, <br />and by the following ~ote: <br /> <br />Ayes: Smith <br />Nays: Barnes, Eastes, Holley, Johnson, King, Turner <br /> <br /> 70-24 , Motion of Mr. Johnson that the City Manager report on the cost of completing the zoo at the <br />Portsmouth City Park, was adopted, without dissenting vote. <br /> <br /> 70-25 - Mr. Turner requested a ruling concerning the Voting Rights Actor 1965, The City Attorney <br />advised that only those Voting and Election Procedures which were in effect before a certain date specified <br />in that Act, were valid, unless they had been approved either by the Attorney General of the United States <br />or the United States District Court for the District of Columbia.
