<br />70-62 - The following letter from the Director of Planning was read:

<br /> "Atits regular monthly meeting on 3 February 1970, the City Plamning Commission received and studied
<br />a January 28th communication from the City Clerk with reference to rezoning application Z-70-4 and your
<br />request that it be ~
<br />
<br /> 'Refered back to Planning Commission for clarification and~or site plan, with request that
<br /> it be considered at the February Srd Planning Commission meet-~ and that a report be sub-
<br /> mitted to Council at ~ts February lOth meeting.'

<br />Z-70-4. Petition of Millard C. Norman, by Agent Carl E. Bowers, to reaone a parcel of land
<br />fronting 164 feet on the south side of PortSmouth Bmalevard 6S0 feet east of Hedges Manor
<br />Road and along the easterly side of Garrett's Pharmacy.
<br />
<br /> After much research and discussion, during which its public position of January 6th recommending denial
<br />of this spot zoning request was reviewed, the Planning Commission adopted unanimously a resolution:
<br />
<br />Instructing its Director to submit to City Coun~l a model prepared by the Office of Planning
<br />showing in three dimensions this area in question on the south side of Portsmouth Boulevard which
<br />was carefully selected for inclusion in the OR-75 Zoning district~ and~how this application for
<br />~wenty units of rental housing w~uld split the zoning district and prevent the area from per-
<br />forming its proper land use role in the overall scheme for newly-reconstructed Portsmouth
<br />Boulevard, and
<br />
<br />Advising City Council that the Planning Commission for several r~asons has not considered details
<br />of the multi-family site plan itself and that operating departments such as Pffblic Works, Traffic
<br />Engineering, Building Inspection, etc. have not been consulted to-date."
