<br />
<br /> 70-88 - Letters from ~. Roy;:Smith, Chairman, State Appropriations Committee, House of Delegates and from
<br /> Glenn Yates, Member Education Committee, Nouse of Delegates, acknowledging letters and telegrams from the
<br /> City Council regarding restoration of funds for educational purposes and the budget requests of Old Dominion
<br /> University and Norfolk State College, were presented.
<br />
<br /> 70-89 - The following letter from James A. Boone was read:
<br />
<br /> "I would like to submit a formal complaint ~hich resulted from an unfortunate incident which occured on
<br /> February 14, 1970, about 5¥00 P.m. while I was visiting your city.
<br />
<br /> As I was headed west on High Street, a young caucasian male pulled up be~ide me, in the left lane, and
<br /> gestured that I stop or pull to the side. I did neither. Immediately, he pulled ahead of me and got into the
<br /> right lane and stopped just ahead of me. I stopped behind him and rolled my window down. ~ne man got out of
<br /> his car, walked back to my car, cursed and commenced striking me in the face. He struck me several times before
<br /> I could get out of the car to try to get him off, of me. As a result of these punches I have a swollen ~aw, a
<br /> black eye, a burst lip, a torn overcoat and a lost watch. I~did not strike h~m back.
<br />
<br /> Two nearby policemen were hailed by my wife. She said to the officers, "this man came up and started
<br /> fighting my husband',. The officer began talking to the other party and Would not let me listen in on the con-
<br /> versation or tell what happened. If I or any of the one who were with me, tried to comment, we were threatened
<br /> to be put in jail. The officers ~id not make an arrest.
<br />
<br /> I immediately went to the Police Headquarters for a warrant, but the Justice of the Peace would not issue
<br />me a warrant unless both parties were issed warrants and said that he would give all warrants for Disorderly
<br />Conduct. He did not issue me a warrant, and stated that we should all be in jail. Again we were threatened to
<br />be put in jail by an officer if we talked.
<br />
<br /> I am certain that you are not aware of the type of courtesy that was offered me by the P~lice Department.
<br />Even though I did not get the policemen's names or badge numbers, their action was not becoming to a citizen of
<br />Virginia or the United States.
<br />
<br /> I would appreciate it very much if you would investigate this unfortunate incident."
