17. 1970 <br /> <br />70-115 - The following letter from Mrs, Z. V. Davis was read: <br /> <br /> "In the annexation of Westhaven, curbing and guttering of streets in the area was a part ofthe court <br />ruling agreed to by the City Council of Portsmouth. <br /> <br /> Much has been accomplished but the 4300 and 4400 b locks of Columbia Street have been bypassed in the order <br />of work. <br /> <br /> Now, many years after annexation, we the undersigned taxpayers and property owners of the 4300 and 4~00 <br />b~ocks of Columbia Street require that curbing and guttering at this point be done at once. <br /> <br />Your understanding of and immediate attention to this request is earnestly solicited. <br /> <br /> I, hereby, request permission for representative to speak at your Council meeting to be held on March <br />17, 1970." <br /> <br />Mrs. Davis spoke and presented the following petition: <br /> <br /> "We, the undersigned property owners of the 4500 and 4400 block of Columbia Street are petitioning the <br />City of Portsmouth to curb and gutter these two blockss as soon as possible. I% is badly needed. Please give <br />this your earliest consideration. Signed - Mrs. R. P. Sidwell, 4401 Columbia Street~nd others." <br /> <br />Motion of Mr. Johnson to refer to the City Manager Qas adopted, without dissenting vote. <br /> <br /> 70-114 - The following letter from Donald C. Kilgore was read: Re:TiDied Zoning Application and Use Permit <br /> S.E. intersection-Ports.Blvd.~City Pk.A¥ <br />"During the early Ball Council tabled for further study the above-captioned zoning matters. I am advised <br />that since that time the applicants ha=e met with Mr. Glen Siceloff and his brother-in-law about having their <br />properties on City Park Avenue rezoned and for their properties to be converted to other than residential use. <br />Applicants believe that the three houses on City ParkkAvenue can be utilized for professional offices, or othe~ <br />commercial uses. Of course, to date these properties have not been on the market as commercial or professional <br />properties, and this writer does not know of the intentions of the owners. <br /> <br /> Since the pending zoning mattersshave been before Council, the character of this neighborhood has sub- <br />stantially changed, and vehicular traffic has increased on both Portsmouth ~oulevard and City Park Avenue. <br />The opening of the Millers Store on Airline together with other commercial growth on AiTline Boulevard, the <br />corner of Portsmouth Boulevard and City Park Avenue has felt an increase in traffic, and the commercial aspectst <br />of the property at the southeast corner have become much more pronounced. <br /> <br /> The applicants of the zoning and use petitions therefore respectfully ask that the Council bring this <br />matter off the table and consider this matter at your scheduled Council meeting of Tuesday, March 17." <br /> <br />Motion of Mr. Holley to remove this matter from tke table and to suspend the rules to hear Mr.. Kilgore. <br /> <br /> Mr. Kilgore spoke ,, " <br /> <br /> ~otion of Mr. Johnson to refer back to the~ Planning Commission for rezoning from R-75 to Com~nercial C-1 <br />and to make a recommendation, was adopted, without dissenting vote. ~ <br /> <br /> 70-115 - Motion of Mr. Holley that the City Attorney be requested to draft an ordinance prohibiting <br />candidates from campaigning before groups of c~ty employees during working hours, was adopted, with one dis- <br />senting vote, that of P~r. King. / <br /> <br /> 70-116 - Motion of Mr. Turne~ that the City Manager look into the possibility of strengthening the nar- <br />cotics s~uad of the Police Department to include at least six meD, was adopted, with one dissenting vote - that <br />of Mr. King. <br /> <br /> 70-117 - Motion of Mr. Joknson that the Mayor and the City Manager and any members of Council who would <br />like to attend a scheduled meeting of the Junior Woman's C~ub and the newly organized ~mrchland Woman's Club, <br />to' discuss the aspects of the Portsmouth zoo. <br /> <br /> 78-118 - Motion of Mr. Turner that the City Manager look into the possibility of placing twenty-minute <br />parking signs on Chestnut Street just off High Street, to relieve the parking situation there for merchants, <br />was adopted~ without dissenting vote. <br /> <br />On motion adjourned. <br /> <br />APPROVED - <br /> <br />City Clerk <br /> <br /> Ayes: Holley, Turner <br /> Nays: Bastes, Johnson, King <br /> <br /> Barnes abstaining <br /> <br /> Vote being taken, Mr. J~hnson~s motion to approve on second reading was adopted and by the following <br />vote: <br /> <br /> Ayes: Bastes, Johnson, King <br /> <br /> ~ays: Holley, Turner <br /> <br /> <br />
