Johnson to refer to a conference for further consideration died, there being a tie vote, <br />as follows: <br /> <br />Ayes: Barnes, Johnson, King <br />Nays: Bastes, Holley, Turner <br /> <br /> Motion of Mr. Holley that this matter be placed on the agenda for the next Council meeting, on March 24th, <br />was adopted and by the following vote: <br /> <br />Ayes: Barnes, Bastes, Holley, Johnson, King, Turner <br />Nays: None <br /> <br />70-109 - The following letter from the Director of Planning was read: <br /> <br /> "At its regular~monthly meeting on March 3, 1970, the City Planning Commission reviewed an application to <br />close 468 feet of West Ro~ from High Street north to land on which Woodr~ Wilson High School sits. This <br />application was filed by Attorney Herbert Bangel for the Board of Maryview Hospital. Several of the distin~ <br />gztished citizens who serve on that Board were present. ' <br /> <br /> Maryview Hospital has recently completed another phase in its long-range modernization and expansion plan <br />to meet some of our commtmity health care needs. .As an integral part of a rapidly growing community, Mary~iew <br />HoSpital has publicly expressed intentions of making every effort possible to keep pace with health service <br />demands generated by an expanding population. Toward that end, it presented to the Commission its current <br />Master Paln involl~ng a relatively small site on which high rise reconstruction has already taken place. <br /> <br /> The Planning Commission unanimottsly resolved to express itself as being in complete sympathy with this <br />Master Plan for future reconstruction and expansion of Maryview Hospital which, in the near future, might -net <br />our community well over a million dollars in federal and state health care construction funds. <br /> <br /> The Commission resolved to go on record publicly as favoring a future closure of this 468 foot segment <br />of West Road, subject to Maryview Hospital Master Plan circulation element acceptance by the City, agreement <br />between attorneys representing Maryvi~w HosPital and the City on procedures for the actual closure of ~lis <br />street segment, and reservation of certain public utility easemen%s." <br /> <br />On motion of Mr. Bastes, referred to the City Attorney. <br /> <br />70-110 - The following letter from Harold C. Beaver of R-B Realty was read: <br /> <br /> "I respectfully request time to be heard before the City Council at your next 'regular scheduIed council <br />meeting, (March 17th), for the purpose of making the City CoUncil aware of the needed storm drainage and sewage <br />pipe lines to acco~'~odate a proposed shopping complex to be located on~a 17 acre s~te at the intersection of <br />Airline Blvd. and Yorkshire Drive. <br /> <br /> Trusting that this r~quest will be received favorably." <br /> <br /> Motion of Mr. Turner to refer to the City Manager for study and report back to Council as soon as possible, <br />was adopted, without dissenting vote. <br /> <br />70-111 - The follOwing letter from C. J. Lovingood was read: <br /> <br />"I would like for the following information to be placed on the City Council agenda. <br /> <br /> Miss Thelma Trotter, a welfare recipient, was renting property from this agency at 6204 Arthur Ave., <br />Portsmouth, Va. l*~hen Miss Trotter failed to pay her rent for the months of December and JanUary, I contacted <br />the Welfare Department, ~Cil:y of Portsmouth and they told me that money was allocated in ~Kss Trotter's welfare <br />check for the rent, but that they could not pay the money to this company and I could only collect it from <br />[¢[iss Trotter. The case came up in Judge Blair's court and a judgement was rendered in the amount of $170. Due <br />to the lapse of time needed by the court to set the case, she continued to stay in the property through the <br />month of February without paying any rent, and is now indebted to this company for a total of $250 which we can- <br />not collect due to the fact that the city does not recognize garnishees. <br /> <br />I am~ringing this to your attention protesting the way our welfare system is set up." <br /> <br />Motion of Mr. Holley to receive as information was adopted without dissenting vote. <br /> <br />70-112 - The following letter from Elmo Lawrence was read: <br /> <br /> "As Chairman of the Barber's Protection Association, I would like to appear before the council meeting to <br />be held March 10th. I would like to speak on the perfection of barbering, about cutting hair without a license <br />and in houses are impeding the progress of the bar~ering profession. N~; phone number is 488-9019." <br /> <br />Mr. Lawrence spoke regarding the threat to those in his profession from unlicensed persons. <br /> <br />Mr. Lmcrence was advised to give information in regard to violations to the proper enforcement officers. <br /> <br /> <br />
