M~,c.h 17 'iQ7~ <br /> <br />a~d Urban Development is making this program available to cities on a temporary basis, provided the City has tak~ <br />certain steps to qualify. <br /> <br /> We have substantially met these requirements and with the adoption of this resolution, we will have met the <br />requirements as requested by the Department of Housing and Urban Development." <br /> <br />On motion of Mr. Eastes, the following resolution was adopted, without dissenting vote: <br /> <br />"RESOLUTION TO AMEND SECTION 2 OF THE RESOLUTION ENTITLED 'RESOLUTION AGREEING TO TAKE <br />APPROPRIATE ACTION INCIDENT TO MAKING APPLICATION FOR FLOOD INSURANCE', ADOPTED DECEMBER <br />16, 1969. <br /> <br /> Be it resolved by the Council of the City of Portsmouth, Virginia, that Section 2 of the resolution <br />entitled 'Resolution Agreeing to Take Appropriate Action Incident to Making Application for Flood Insurance', <br />ad~p~ed December 16, 1969, be amended to read as follows: <br /> <br /> 2. After receipt of the appropriate floodplaininformation for which the City has applied pursuant to <br />a study conducted in accordmnce with Sec. 206, Public Law 86-645 as amended, enact prior to December $1, 1971, <br />and thereafter maintain in force for the affected flood-prone areas within its boundaries, land use and control <br />measures consistent with the criteria of the National Flood Insurance Program." <br /> <br /> 7~0~~-· "I'~submit· the attached resolution ancb~e~mmend~l.~~ ' ~ ~' a~p~.~n~ This authorizes the execution of <br />an agreement between the City of Portsmouth and the Seaboard Coast Line Railroad for the widening of the rail- <br />road crossing on Victory Boulevard. <br /> <br /> The execution of this agreement is necessary in order that the railroad signals can be moved to widen <br />Vic~ry Boulevard. The widening of Victory Boulevard will provide an additional traffic lane in connection with <br />the imlrrovements to be made at the intersection of Victory Boulevard and Airline Boulevard." <br /> <br />On motion of Mr. ~ohnson, the following resolution was adopted, without disseniing vote: <br /> <br />"RESOLUTION AUTHORIZING EXECUTION OF AN AGREEMENT WITH THE SEABOARD COAST LINE R~tROAD <br />~THICH PEPJ~ITS THE ~WIDENING OF VICTORY BOULEVARD WITHIN THE RIGHT OF WAY OF SEABOARD'S <br />CROSSING AT AIRLINE BOULEVARD AND VICTORY BOULEVARD <br /> <br /> Be it resolved by the Council of the City of Portsmouth, Virginia, in regulmr!meeting assembled that the <br />City Manager of said City be, and he herioy is, authorized to enter into an agreement with the Seaboard Coast <br />Line Railroad Company, and to sign same on behalf of said City whereby said Railroad Company agrees to permit <br /> the widening of VicZory ·Boulevard through the righter way of its crossing near the intersection of said <br /> Victory Boulevard with Airline Boulevard; ms more particularly set forth in said agreement, a copy of which is <br /> filed with this City Council." <br /> <br /> 70-101 - "I submit the attached resolution and recommend its adoption. This. requests the State to aid in <br />funding a comprehensive Commtmity Mental Health Center for the City of Portsmouth. The resolution is being sub- <br />mitted at the request of the Community Mental Health Services Board. It requests the State to fund $450,000 <br />towards the construction of this center and it does not commit the City to any local .funds. A copy of the lette: <br />from tke Community Mental Health Services Board is attached hereto." <br /> <br />On motiOn of Mr. King, the following resolution was adopted, without dissenting vote: <br /> <br />"A RESOLUTION REQUESTING THE VIRGINIA STATE DEPART~ENT OF MENTAL HYGIENE AND HOSPITALS <br />TO GRANT $450,000 TO THE CITY OF P0RTSY_OUTH FOR THE CONSTRUCTION OF~THB C0~qUNITY ~ENTAL <br />HEALTH CENTER <br /> <br /> I~g4EREAS, the Portsmouth Community Mental Health Services Board has been engaged in establishing a <br />community mental health center; and <br /> <br /> ~MEREAS, local funds of $450,000 have been committed for the construction of a community mental health <br />center dependent upon the ~oproprlation of matching funds by the State of Virginia under Chapter 10 Title ~7.1 <br />and the approval of a federal application by Maryview Hospital for the sum of $1,100,000; and <br /> <br /> WHRREAS, the Portsmouth Community Mental Health Services Board is responsible as a Board for administering <br />funds provided under Chapter 10 Title 37.1; and <br /> <br />WHEREAS, the City of Portsmout will be unable to establish said center without State and Federal funds. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that the Virginia State Department <br />of Mental Hygiene and Hospitals be requested to appropriate or otherwise commit $450,000 to Portsmouth as <br />matching funds under Chapter 10 Title 37.1 for the construction of a community mental health center. <br /> <br /> BE IT FURTHER RESOLVED that the City glerk is hereby authorized and directed to send a certified copy of <br />this resolution to Dr. Hiram W. Davis, Commissioner bf the Department of Mental Hygiene and Hospitals." <br /> <br /> 70-102 - "We have recently had a survey made by a structural engineer as to the condition of the Old City <br />Park Bridge. We have. been advised that this bridge is in a dangerous condition and should be taken down. We <br />have posted signs at the bridge prohibiting the use due to this dangerous condition. <br /> <br /> The City Engineer has been studying this as tO the best method to proceed to dismantle the bridge and has <br />made the follm~ing suggestions: <br /> <br />(1) Convert 'the bridge to a causeway, except ~r a Sufficiently wide span at and adjacent to the <br /> existing drawspan. <br /> <br />Use the existing sound steel in the bridge to build a truss-type two-span bridge across the <br />watemvay. This bridge would be used for light vehicles, such as bicycles and for pedestrians. <br />The drawspan center support would be used for the new spans. Build two concrete abutements <br /> <br /> <br />
