<br />At a regular meeting of the City Council, held on March 17, 1970, there were present:

<br />The meeting was opened with prayer by Mr. King.
<br />
<br /> Minutes of regular meeting of Februa~M 24, 1970 and special meeting of March 6, 1970 were read and
<br />approved.
<br />
<br />70-77 - The following zoning hearing was held:
<br />
<br />Petition Z 70-6 - J. Lester Gregory by agent E. Stuart Ball.
<br />
<br /> No one spoke.
<br />
<br /> Motion of }gr. Turner to concur in the recommendation of the Planning Commission to deny the petition
<br />was adopted, without dissenting vote.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 70-95 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates
<br />$45,000 for the architectural and engineering fees for the new Public Health Center, this center to be con-
<br />structed at the comer of Effingham Street and Crawford Parkway.
<br />
<br /> The estimated cost of this new center is approximateLy~$7009000, with Hill-BUrton funds paying fifty per-
<br />cent (50%) of the cost, and the balance of the funds being donated by The Beazley Foundation. It is also
<br />necessary that the contract be awarded prior to July 1, 1970."
<br />
<br />On motion of Mr. Holley, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO APPROPRIATE $45,000.00 FROM THE GENERAL CAPITAL IMPROVEMENT FIfND FOR CONSTRUCTION
<br />OF THE PORTSMOUTH PDBLIC HEALTH CENTER."
<br />
<br /> 70-96 - "I submit the attached ordinance and recommend~it be placed on first reading. This ordinance
<br />closes MacArthur Avenue between Perry Street and High Street. This closing will improve the intersection at
<br />High Str6e~ by reducing it to a four-way intersection in lieu of the present five-way intersection.
<br />
<br />The Planning Commission has recommended this closing and the report of the viewers is attached h~eto."
<br />
<br />On motion of Mr. King, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO CLOSE A PORTION OF MacARTHUR AVENUE."
<br />
<br /> 70-97 - "I submit the attached ordinance and recommend it be placed on first reading. This amends
<br />Section 11-5 of the'City Code to esta~.%ish a minimum penalty for giving false alarms of fires. It provides
<br />for punishment by imprisonment for not less than thirty (30) days nor more than twelve (12) months, or a fine
<br />not less than $100 nor more than $1,000, or both.
<br />
<br /> During 1969, the Portsmouth Fire Department responded to 5,940 alarms. Of these, 1,161 were false alarms
<br />-- almost one alarm in four being false. During 1965, the Fire Department responded to M,60~ alarms, ofwhich
<br />310 were false. This represents a 51% increase in the total alarms from 1965 to 1969, but a 275% increase in
<br />f~lse alarms. While these statistics are alarming, they still do not present the severity of this matter in
<br />the areaS of reduced fire protection afforded the City during these peirods of false alarms, the safety hazard
<br />to personnel and equipment responding needlessly to false alarms, and the ware of manpower and equipment,
<br />whid~ if possible to accurately calculate, would run into many thousands of dollars."

<br />On motion of Mr. Johnson, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE TO AMEND SECTION 11-5 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961,
<br />TO ESTABLISH A MINIMUM PENALTY FOR GIVING FALSE ALARMS OF FIRE."
<br />
<br /> 70-98 - "t gl~Bi~it the attached ordinance and recommend it be placed on first reading. This ordinance
<br />authorizes Airlines Transport Company to ~ransport passengers between the City of Portsmouth and the Norfolk
<br />Airport.
<br />
<br /> This allows Airlines Transport Company to operate over the streets of the City only to take on and dis-
<br />charge passengers that are to be transported to and from the Norfolk Airport. It further authorizes the City
<br />Manager to designate locations in the City where the company can take on and discharge passengers to be trans-
<br />ported to and from the airport. The rates for this service are established by the Norfolk Port and Industrial
<br />Authority, with prior approval of the City Manager of Portsmouth. The ordinance provides for an annual license
<br />fee of $100 for Airlines Transport Company to operate within the City ~ Portsmouth."

<br />On motion of Mr. Holley, the following ordinance was approved on first reading, without dissenting vote:
<br />
<br />"AN ORDINANCE GRANTING AIRLINES TRANSPORT CO~°ANY, INCORPORATED, PERMISSION, REVOCABLE
<br />AT ANY TIME, TO OPERATE CERTAJ~N MOTOR VEHICLES FOR THE TP~SPORTATION OF PASSENGERS FOR
<br />HIRE OVER THE STREETS OF THE CITY OF PORTSMOUTH, ON CERTAIN CONDITIONS."
<br />
<br /> 70-99 - "I submit the attached resolution and recommend its adoption. This states that the City will,
<br />by December ~1, 1971, enact proper zoning and subdivision controls in the areas of the City that are subject
<br />to flooding.
<br />
