.March 2~,, igT0 <br /> <br /> 70-97 The following ordinance, approved on first reading at last meeting, was <br />taken up and ra~d: <br /> <br />~'AN ORDINANCE TO ~END SECTION 11-5 OF THE CODE OF THE CITY OF <br />PORTSMOUTH~ VIRGINIA, 1961, TO ESTABLISH A MINIMUM PENALTY FOR <br />GIVING FALSE ALARMS OF F~RE. ~' <br /> <br />On motion of Mr. Holley~ the ordinance was adopted~ and by the following vote: <br /> <br />Ayes: Barnes Eastes~ Holley, Johnson, Xing, Smith, Turner <br />Nays: None <br /> <br /> Mr. Sm_th te~mestem ~nat th? ~mty Attor~ey study thms matter, and bring mn a recommenda~ <br />tion for a re~arm vo any person gmvmng information, which would leaa to the arrest and con- <br />viction of a violator of the ordinance. <br /> <br /> 70-~8 - The following ordinance, approved on first reading at last meeting, was <br />taken up and read: <br /> <br />I~AN ORDINANCE GR~MTING AIRLINES TEANSPORT CO~ANY~ iNCORPORATED, <br />PERMISSION, REVOCABLE AT ANYT~'±~ TO OPERATE CERTAIN MOTOR -VEHICLES <br />FOR THE TRANSPORTATION OF PASSENGERS FOR HIRE OVER THE STREETS OF <br />THE CITY OF PORTSMOUTH~ ON CERTAIN CONDITIONS." <br /> <br />The following letter from S. Earl .Griffin was read: <br /> <br /> "I would appreciate the opportunity to address the City Council at the meeting to <br />be held on Tuesday, March 2~ 1970, on behalf of all the cab drivers in the City of Ports- <br />mouth in opposition to the proposed city ordinance permitting the limousine service from <br />the Norfolk Airport to pperate and do ubsiness in the City of Portsmouth~ Virginia." <br /> <br />Mr. Griffin spoke in opposition to the proposed ordinance. <br /> <br /> Motion of Mr. Turner to disapprove the ordinance on second reading was adopted, with- <br />out dissenting vote. <br /> <br /> 70-108 - The matter of the establishment of a Police Community Relations Board <br />referred to this meeting was taken up. <br /> <br />The following letter from Frank Simmons was read: <br /> <br /> ~I reques~ vo be placed on the agenda for the City Council meeting of March 24, 1}70. <br />I wish to speak reEarding the proposed Police-Community Relau_ons Board. <br /> <br />Mr. Simmons spoke. <br /> <br />The following letter from Mrs. Helen Hampvon Jones was read: <br /> <br /> '~i respectfully reques~ vo be included on your agenda for <br />of Tuesday~ March 24~ t970~ to address the Council regarding the <br />Community Relations Board.~ <br /> <br />the City Council meeting <br />ma~ter of a Police <br /> <br />Mrs. Jones spoke. <br /> <br /> The following letter from Mrs. Delores Jacobs and Mrs. Dorothy Coone of the Ida <br />Barbour Park Neighborhood Council was read: <br /> <br /> ~The Neighborhood Council of Ida Barbour Park~ sincerely hopes that you will take into <br />consideration the great need of the proposed Police-Community Relations Board. There is a <br />great need in our Community for such a Board ~o be established. <br /> <br /> There are numerous citizens that have greav fear and mistruE~ of the Police Department <br />Such a Board will bring them in closer contact so all problems may be resolved. <br /> <br /> We think that it will be to the best interest of the Police and the citizens of <br />Portsmouth. <br /> <br /> We hope this will no~ become a forgotten projec~ as we fully e~dorse this movemenv <br />towards a better city for uslail." <br /> <br /> The zol±owmno letter from Mrs Carrie Warren, P~esident, Medis G Warren Young ~dult <br />MissionarySociety, Brighton Rock A.M.E. Zion Church was read: <br /> <br /> ~'The Medis G. Warren Young Adult Missionary Society of Brighvon Rock Af~iea~xMethodist <br />Episcopal Zion Church urges you vo act favorably and expeditieusly in the creation of a <br />Police-Community Relations Board. The members agreed unanimously in t~eir meeting of <br />Thursday, March 19~ 1970, that this board is urgently needed inoour city. <br /> <br /> We need no~ point out ~o you the alarming rise in charges of mistreatment of citizens <br />by the police across the counvry. We, also, note that Feelings of hostility toward the <br />police~ especially on the part of minorities and youn~ people~ are becoming more widespread. <br />Contrary to what some of you may believe, these two above observations apply to our city. <br /> <br /> You have before you tonight an oopor~unmty vo <br />problems of botb~ the police department and the city. <br />presentatives of the people~ ~o now so do. <br /> <br />make a start in resolving some of the <br />We urge you~ as duly elected re- <br /> <br /> <br />
