'~ ...... ~ ~ Also makin it two~wav a~ t~is~intersect~on <br /> smgnal~zatmon a~ Cons~mtu~mon anm Cou~ty Streets. ~ ~ ~ g ~ ~ ~ <br /> <br />~outd~ overload th~ intersection, of Turn_ pike Road and Frederick Boulevard, which at the <br />present time carries the highest traffic volume in the City.~ <br />See bottom of page. as a~ded was adopted <br /> Motion of Mr. Johnson to approve the following ordinance/on first readings/without <br /> dissenting vote: <br /> <br /> ~AN 0RDIN~CE TO A~ND SECTION 18-93 OF THE CODE OF THE CITY OF PORTSMOUTH, <br /> VIRGINIA, t9~1, SO AS TO MAKE COUNTY STREET ~ TWO-WAY STREET BETWEEN ~ONSTITUTION <br /> A~NUE AND WASHINGTON STREET.l~ <br /> <br /> 70-127 ~- ~In December~ 1969, the Southeastern Virginia Planning District Commission <br /> contracted with the engineering firm of Henningson~ Durham~ and Richardson of Charlotte, <br /> N.C. to do an area-wide water supply study for the area Served by the Commission. The <br /> purpose -- to investigate the costs of supplying water to the nine jurisdictions from <br /> a central agency. <br /> <br /> The scope included the development of alternate methods of supplying untreated and <br /> treated water, population projections, estimates of construction cost~ rates for the un- <br /> treated and treated water and methods of implementation of a central agency. <br /> <br /> The engineers proposed two master plans with each plan to supply treated water by <br /> a central agency and the construction of a reservoir ~nd treatment plant on the Blackwater <br /> River near Franktin with treated water delivered in bulk to the participating jurisdictions. <br /> <br /> Under Plan ~:A'~ the central agency would acquire the supply and treatment facilities <br /> of Norfolk and Portsmouth and begin ~he wholesale delivery of water to the jurisdictions <br /> as quickly as the agency can be organized. By 1975, the central agency, would construct <br /> the new treatment facilities at the proposed Blackwater Reservoir along with the necessary <br /> transmission facilities. This would be a 36 M.G.D. treatment plant and an additional <br /> 55 M.G.D. water treatment facility about 1985 with the conversion of certain existing raw <br /> water lines to treated water lines. After the year 2000~ it is anticipated there will <br /> be needed a 100 M.G.D. treatment plant at the Blackwater Reservoir. <br /> <br /> The engineers estimated a water demand of 95.2 M.G.D. for the nine political subdivisio~ <br /> under this plan. The lowest estimated cost for water to the jurisdictions per 1~000 gallons <br /> under this plan based on the above estimated consumption would be 24.7~¢ents. <br /> <br /> The above plan contemplates paying to the City of Portsmouth $22,700~000 for its <br /> water resource and production facilities. The cost of water to the City of Portsmouth under <br /> ~his plan would be substantially higher than our present cost. <br /> <br /> Plan ~B~ does not contemplate Norfolk and Portsmouth becoming a member of ~n area <br /> water authority~ therefore~ no comments will be reported to the Council on this plan as <br /> we would remain as we now operate. <br /> <br /> The engineering firm was requested to submit an addendum to their report on the cost <br /> of water per 1~000 gallons based on Norfolk in the Authority and Portsmouth out, and Portsmouth <br /> in the Authority ~ad Norfolk out. This showed~ with Portsmouth not a member, the cost per <br /> 1~000 gallons would be 24.2 cents. With Portsmouth a member and Norfolk not, the estimated <br /> cost per 1~000 gallons is 21.5 cents. ~iThis is the lowest cost the consultants arrived <br /> at and is still higher than our present cost. <br /> <br /> The consulting engineers arrived at the following conclusions and reco~mendations: <br /> <br /> ~The creation of a central agency by the jurisdiction of the Southeastern Virginia <br /> Planning District Commission for the purpose of providing treated water to members on a <br /> wholesale basis would result in many advantages to all concerned. <br /> <br /> 1.There would be a better area-wide development of an adequate~ <br /> dependable~ long-range source of raw water. <br /> <br /> 2.The potential jurisdictional disputes o~er inter-basin water <br /> would be eliminated. <br /> <br /> 3. There would be better coordination of overall area water, requirements. <br /> <br /> 4. The necessity of capital expenditures for treated water supply <br /> facilities by individual jurisdictions would be eliminated, <br /> thus making the bonding ability of th~se jurisdictions available <br /> for other purposes. <br /> <br /> 5. Each jurisdiction will have a voice in the policy <br /> and operation of the facilities~ and in the'estab- <br /> lishment of rates. <br /> <br /> Motion of Mr. Johnson to approve the ordinance on first reading. <br /> <br /> Motion of Mr. Johnson to amend the ordinance to read 'making County Street a two way <br /> street between Constitution Avenue and Washington Street' was adopted, with one dissenting <br /> <br /> <br />
