Anril 14. 1970 <br /> <br />70-138 The following letter from the City Attorney was read: <br /> <br /> "At your request I have looked into the law concerning the making of bomb threats <br />by telephone, particularly to school buildings. My research has disclosed that the State <br />law covers this situation compltely. Conviction under the State statutes constitutes a <br />felony punishable by up to ten years imprisonment. <br /> <br /> Since the offense is designated a felony under State law, the City is without authority <br />to legislate on this subject matter." <br /> <br /> Motion of Mr. Smith to receive as infemmation with the privilege of discussion, was <br />adopted, without dissenting vote. <br /> <br /> Mr. Smith asked that the City Manager make some effort to give the schools more pro- <br />tection. <br /> <br /> Mr. King suggested~that the news media could be of valuable assistance if the penalty <br />were advertised. <br /> <br />70-151 Election of members to Boards and Commissions. <br /> <br /> Motion of Mr. Eastes to go into the election of a member to <br />was adopted. <br /> <br /> Mr. Smith nominaeed W. T. Goode, Jr. to succeed himself for <br />January 1, 1974. <br /> <br />On motion of Mr. Eastes, nominations were closed. <br /> <br /> Vote being taken Mr. Goede was elected a member of the Planning <br />term specified, Mr. Turner abstaining. <br /> <br /> Motion of Mr. Holley to go into the election of a member to the <br />was adopted. <br /> <br /> Mr. King nominated Richard Ivins to succeed himself for <br />May 1, 1975. <br /> <br />On motion of Mr. Johnson, nominations werecclosed. <br /> <br /> Vote being taken, Mr. Ivins was elected a member of the <br />specified, Mr, Turner abstaining. <br /> <br /> Motion of Mr. King to go into the election of a member to the <br />to fill the vacancy caused by the death of Mr. Nathan Myers. <br /> <br />Mr. Johnson nominated Ramon E. Brummer. <br /> <br />On motion of Mr. Holley, nominations were closed. <br /> <br />the Planning Commission, <br />a four year term, expiring <br /> <br /> Commission for the <br /> <br />Parking A~thority <br />a five year term, expiring <br /> <br />Parking Authority for the term <br /> Tax Study Commission, <br /> <br /> Vote being taken, Mr. Brummer was elected a member of theTax Study Commission, Mr. <br />Turner abstaining. This term is for three years an ordinance will be presented to cover. <br /> <br /> Motion of Mr. Holley to go into the election of a member to the <br />Examiners, was adopted. <br /> <br />Mr. King nominated Donald O. Hawkins. <br /> <br />On motion of Mr. Johnson, nominations were closed. <br /> <br /> Vote being taken, Mr. Hawkins was elected a member of the Board <br />for a four year term, expiring March 1, 1974, Mr. Turner abstaining. <br /> <br /> Motion of Mr. Johnson to go into the election of three members <br />Board. <br /> <br />Board of Electrical <br /> <br />of Electrical Examiners <br />to the Portsmouth Library <br />H. Wright for three <br /> <br />Library Board, for the <br /> <br /> Mr. Holley nominated Mrs. Clyde M. Rawls, T. J.
