A~ril 2~. la70 <br /> <br /> 70-172 - "I submit the attached resolution appointing viewers for the closing of West Road. Maryview <br />Hospital has made application to vacate and close that portion of West Road which lies between the north side <br />of High Street and a point of 468 feet north thereof. The Planning Cormnission tentatively endorsed this closing <br />subject to the necessary easements for public utilities and legal requirements being worked out towards leaving <br />the street physically open until other traffic arrangements for the area of the high school can be accomplished. <br /> <br />On motion of Mr. Smith, the following resolution -was adopted, and by the follmving vote: <br /> <br />"RESOLD?ION APPOINTING VIEWERS FOR CLOSING A PORTION OF WEST ROAD <br /> <br /> WHEREAS, Maryview Hospital has made application to vacate and close that portion of West Road which <br />lies between thenorth side of Nigh Street and a point 468 feet north thereof, and it appearing that notice <br />of the application and request for the appointment of viewers was duly posted on watch 24, 1970, on the bulletin <br />board of the Circuit Court of the City of Portsmouth, on the bulletin board of the Court of Hustings for the <br />City of Portsmouth, and on the bulletin board of the Municipal Court for the City of Portsmouth. <br /> <br /> N~z~, TItEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that James Choate, <br />WilliamoN. Milesi(of 3401 Dogwood Drive), F. J. Bergeron, Louis J. Leitner and Frank N. Bilisoly be appointed <br />viewers to view said street and report to this Council in writing whether in their opinion any, and if any, <br />what inconvenience would result from vacating and closing the aforesaid portion of West Road." <br /> <br />Ayes: Barnes, Eastes Holley, Johnson, " ~ <br /> , K~no, Smith, Turner <br />Nays: None <br /> <br />70-173 - "I submit the attached ordinance and recommend it be placed on first reading. This orSinance <br />make Constitution Avenue south of County Street one-way southbound. <br /> <br /> It is necessary to establish this street one-way since County Street is. being made a two-way street. <br />~lis is necessary in order to make the traffic signal at this intersection work. It will eliminate a five-way <br />intersection problem." <br /> <br /> On motion of Mr. Turner, the follmving ordinance was approved on first reading, and by the following <br />vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, BY ADDING <br />THERETO A NEW SECTION NHMBERED 18-92.1 MAKING CONSTITUTION AVENUE A ONE-WAY STREET MOUTH <br />BETWEEN COtRk'TY STREET AND ,fE;uNDER ROAD." <br /> <br />Ayes: Barnes, Bastes, Holley, Johnson, King, Smith, Turner <br />Nays: None <br /> <br />- UNFINISHED BUSINESS - <br /> <br /> 70-61 - ~e following ordinance, approved on first reading olt ~ebrnary '10, 1970, was taken up and read: <br /> <br /> "AN ORDINANCE TO Gf~OSE L~RTAIN PORTIONS OF HOLLY AND SUNNYSIDE AVENUES AND LOMBARDY <br /> AND HARDING STREETS." <br /> <br /> On motion of ~r. City Council hy a resident of the Green Ac~es area. Signed C. Robert Davis, 3104 Acres Road, and others." <br /> <br /> 70-176 - The following letter from J.
