This parcel will be acquired by the City to provide <br />mn entrance to the Cedar Grove Cemetery in lieu of the present one from Glasgow Street. This will create a <br />right-of-way from Fort Lane into the ~emetery gate at its present location." <br /> <br />On motion of Mr. King, the following resolution was adopted, and by the following vote: <br /> <br />"RESOLUTION OF THE COUNCIL OF THE CITY OF PORTS~OUT~, VIRGINIA, APPROVING THE <br />REDEI~LOP?'~N~F PLAN AS ;~,~ENDED BY AMENDMENT NO. I, NORTHSIDE REDEVELOP~',,~NT PROJECT, <br />VA. R- 39 <br /> <br /> ~CqE.REAS, by resolution adopted August 9, 1966, the Council of the City of Portsmouth, approved a <br />Redevelopment Plan for the Nortnslde. Redevelopment Project, designated as Project VA. R-39; and <br /> <br /> IFHERHAS, in accordance with Section F of the said Plan, it so provides that said Redevelopment Plan may <br />be amended by the Portsmouth Redevelopment and Housing Authority with the consent of the City Cotuncil; and <br /> <br /> ~¢HEREAS, the Portsmouth Redevelopment and Housing Authority in undertaking Che execution of Project No. <br />VA. R-S9 has at the request of the City found it necessary to make m~nor changes-to said Redevetopm~t~ Plan; <br />and <br /> <br /> ~ERHAS, the Portsmouth Redevelopment and Housing Authority has approved the changes to the Redevelopment <br />Plan by resolution which Plan dated April, 1970; together with said resolution has been referred to City Council <br />for review and approval and the City Colmcil has duly considered said Redevelopment Plan. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, as follows: <br /> <br />1. That said Redevelopment Plan, as mmended, dated April,1970, for the Project aforementioned, <br /> having been duly reviewed and considered, is hereby approved. <br /> <br />2. That the City Clerk be and is hereby directed to file said copy of s~id Redevelopment Plan <br /> with the minutes of this meeting. <br /> <br />Ayes: Barnes, Eastes, Hotley, Johnson, King, Smith, Turner <br />Nays: None <br /> <br /> 70-169 - "I submit the atta~qed resolution and recommend its adoption. This authorizes the submission <br />of an application for a grant from the Department of Housing and Urban Develonment for a beautification program. <br />~e request is for a grant of $37, 500 from HUD to continue our beautification projects throughout the City." <br /> On motion of ~4r. Johnson, the following resolution was adopted, and by the following vote: <br /> "A RESOLUTION AUTHORIZING FILING OF ~q APPLICATION FOR A GR~NT TO CONDUCT A CITY WIDE <br /> BEAUTIFICATION PROJECT D~DER THE URBAN BEAUTIFICATION ~D IMPROVE~NT PROGR~ <br /> <br /> %~REAS, Title !X of the Housing and Urban Development Act of 1965 amends Title VII of the Housing Act <br />of 1961, and provides for the making of grants by the Department of Housing and Urban Development to States <br />and local public bodies to assist them in the beautification and improvement of open-space and other public <br />urban land where sumh assistance is needed for carrying out a local program which is important ~o the compre- <br />hensively planned development of the locality; and <br /> <br /> WHEREAS, the City of Portsmouth desires to beautify and improve open-space and other public urban land <br />to facilitate their increased use mudenpoyment,' · and <br /> <br /> ~EP~AS, Title VI of the~TCiwil Rights Act of 1964 and the regulations of the Department of Housing and <br />Urban Development effectuating that Title prohibit discrimination on the basis of race, color or national origin <br />in the use of all facilities and insorovements provided by Federal assistance; and <br /> <br /> NHEREAS, the City of Portsmouth is cognizant of the codit~ons that are imposed in the undertaking and <br />carrying out of programs assisted under Title 1/II of the Housing Act of 1961, as amended, including those re- <br />lating to labor standars and equal en~o~ loyment opportunity; eo~d <br /> <br /> }~EREAS, it is estimated that the cost of the activities proposed to be carried out in performance of <br />beautification and imorovement of open-space and other public land exceeds the usual expenditures of the City <br />of Portsmouth for comparable activities by $7S,000.00. <br /> <br />NOW, THEREFORE., BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: <br /> <br />That an application be made to the Department of Housing and Urban Development for a grant in an <br />amount authorized by Title VII of the Housing Act~of the Housing Act of 1961, as amended, for urban <br />beautification and improvement of ~pen-space and other public urbsn land, which amount is presently <br />estimated to be $37,500.0~ and that the (Applican%) will provide the balance of the cost of <br />$37,500.00. <br /> <br />That the City Manager is hereby authorized and directed to execute and to file such application <br />with the Department of Housing and Urban Develonment, to pro%~de additional information and to <br />furnish such documents as may be require8 by said Department, to execute such contracts as are re- <br />quired by said Department, ~d to act as the authorized correspondent of the City of Poi~tsmouth. <br /> <br />That the proposed urban beautification activities are in accordance with the beautification orogram <br />prepared by Portsmouth, of importance to the comprehensively planned development of the locality, <br />and that, should said grant application be approved, the City df Portsmouth will undertake, carry <br />out, and complete said urban beautification activities designated in said application and approved <br />by the Department of Housing and Urban Development. <br /> <br />That the United States of America and the Secretary of Housing and Urban Development be, and they here- <br />by are, assured of full compliance by the City of Portsmouth with regulations of the Department of <br />Housing and Urban Development effectuating Title VI of the Civil Rights Act of 1964. <br /> <br /> <br />
