A~ril 28, 1970 <br /> <br />At a regular meeting of the City Council, held on April 28, 1970, there were present: <br /> <br />Jack P. Barnes, George D. Eastes, James W. Holley, Burrell R. Johnson, Isaac W. King, R. Irvine Smith, <br />Raymond Turner, A. P. Johnson, Jr., City Manager, M. A. Korb, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Rev. Pat Robertson. <br /> <br /> 70-160 - ?ne Mayor introduced Bill Rowe, District Commissioner for the Merrimac District, who presented <br />"Merrimac" tie clasps to members of the Merrimac District Commissioner's staff., Boy Scouts of ;~erica. <br /> <br />70-161 - l~ne following public hearing on three ordinances was held: <br /> <br />"AN ORDINANCE TO REVISE, REARRANGE, BI. FEND AND RE-CODIFY THE GENERAL LAWS OF PORTSMOUTH <br />RELATING TO SUBDIVISIONS: TO THAT END TO REPEAL AN ORDINanCE ENTITLED 'AN ORDINANCE TO <br />REGULATE AND ASSURE THE ORDERLY SUBDIVISION AND DEVELOPMEN"F OF LAND WITHIN THE CORPORATE <br />LIMITS OF THE CITY OF PORTSFfOUTH, AND %~ITHIN A DISTANCE OF THREE MILES THEREFROM, AND <br />TO REQUIRE THE PLATTING AND RECORDATION OF SUCH SUBDIVISIONS', ADOPTED MARCH 27, 1936, <br />PORTSMOUTH, VIRGINIA, 1961, BY ADDING THERETO IN LIEU OF THE FOREGOING ORDINANCES RE- <br />PEALED BY THIS ORDINANCE, ~iNEW CHAPTER Nb%4BERED S2, ~HIL~ NEW CHAPTER INCLUDES NEW <br />ARTICLES NUMBERED I TO V, ~INCLUSIVE, AND NEW SECTIONS NUMBERED 32-1 TO S2-21, INCLUSIVE, <br />RELATING TO SUBDIVISIONS, SUBDIVISION PLATS, SUBDIVISION SPECIFICATIONS, RESPONSIBILITIES <br />OF DEI~LOPEP~ VARIANCES, AND FEES ~4D PENALTIES." <br /> <br />No one spoke. <br /> <br />On motion of Mr. Johnson, the ordinance was approved on first reading, and by the following vote: <br /> <br />Ayes: Barnes, Hastes, Holley, Johnson, King, Smith, Turner <br />Nays: None <br /> <br />(2) "~N ORDINANCE TO AMEND~SECTION 3-2 OF THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, <br /> 1961, SO AS TO DEFINE ~SPECTIVELY: JUNK, JUNKYARDS, OPEN BURNING AND SCRAP PROCESSOR." <br /> <br />J. S. Livesay, Attorney and Curtis Coan spoke. <br /> <br />On motion of Mr. Eastes, the ordinance was approved on first reading, and by the following vote: <br /> <br />Ayes: Barnes, Hastes, Holley, Johnson, King, Smith, Turner <br />Nays: None <br /> <br />(3) "AN ORDINANCE TO AMEND SECTION 4-4 OF THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, <br /> 1961, PERTAINING TO JUNKYARDS AND SCRAP ~R~)~BSSORS." <br /> <br />Attorney J. S. Liyesay and Curtis Coan spoke. <br /> <br />On motion of Mr. Holley, the ordinance was approved on first reading, and by the following vote: <br /> <br />Ayes: Barnes, Eastes, Holley, Johnson, King, Smith, Turner <br />Nays: None <br /> <br />The following reports from the City Manager were read: <br /> <br /> 70-162 - "I submit the attached ordinance mhd recommend it be placed on first reading. This repeals <br />Section 18-93 of the City Code pertaining to County Street. <br /> <br /> At the last meeting of the City Council, the ordinance amending Section 18-93 extending County Street as <br />a two-way street between Washington Street and Elm Avenue was on final reading. By motion, the City Council <br />amended this ordinance to make County Street a two-way street to Harbor Drive. This eliminated any section <br />~f County Street being one-way; therefore, there is no need for Section 18-93 in theCCity Code. This ordinance <br />repeals this section." <br /> <br />On motion of ~4r. King, the following ordinance was approved on first reading, mud by the following vote: <br /> <br />";~ ORDINANCE TO REPEAL SECTIDN 18-93 OF ~{E CODE OF /"HE CITY,OF PORTSMOUTH, VIRGINIA, <br />1961, TO MAKE COUN~Fy STREET BETWEEN %VASHINGTON STREET ;J{D HARBOR DRIVE A TWO-WAY STREET." <br /> <br />Ayes: Barnes, Hastes, Holley, Johnson, King, Smith, Turner <br />Nays: None <br /> <br /> 70-163 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates <br />$1,500 for work necessary towards site acquisition for the construction of a new fire station in the vicinity <br />of Elm Avenue and Portsmouth Boulevard. <br /> <br /> The National Fire Insurance Association has recommended the consolidation of the Prentis Park Station with <br />the Lincoln Street Station by relocating a new station. The National Fire Insurance Association also has re- <br />commended that this station be located in the vicinity of Elm Avenue and Portsmouth Boulevard. These are <br />preliminary funds needed towards acquisition of the property." <br /> <br />On motion of Mr. Smith' the following ordinance was approved on first reading, and by the following vote: <br /> <br />"~q ORDINANCE TO APPROPRIATE $1,500.00 FROM THE GENERAL CAPITAL IN~RO%~MENT FUND FOR <br />CONSTRUCTION OF THE NE~ FIRE STATION ON E~4 ~I~NUE." <br /> <br />Ayes: Barnes, Hastes, Holley, Johnson, King, Smith, Turner <br />Nays: None <br /> <br /> <br />
