June 23. 1970 <br /> <br />70-273 - The following letter from Elder Joseph Scott was read: <br /> <br /> "I~ will love to have a meeting with the City Councilmen on June 23, 1970. About the section of Lincoln <br />Park. I am the Pastor of Saint Matthew Holy Church of God. <br /> <br /> We, the people of the chu~'ch and the Section will love to be in the ~1 meeting June 23, 1970. ~o e~ <br />plain the condition of the section. <br /> <br /> Councilman Mr. Raymond Turner and myself have talked about this. I will love to have a copy of these <br />send to each councilmen." <br /> <br /> Motion of Mr. Johnson that the letter be referred to the Housing Authority and that they be requested to <br />get in touch with Mr. Scott to see what can be done to .re-open .the recraation center.~ <br /> <br /> B~otion of Mr. Turner to amend the motion to refer to the City Manager to confer with the Police Department <br />in regard to correcting this condition wherever it exists in the City, was adopted without ~issenting v~te. <br /> <br /> Vote being taken, the amended motion was adopted without dissenting vote. <br /> <br /> 70-274 - The following ~letter from Marshall D. O~ens, Chairman, Recreation Commission, was read: <br /> <br /> "On ~ehalf of the Recreation and Park Commission may I take this opportunity ~to endorse the Pilot Project <br />in Community Recreation as adopted by the Portsmouth School Board at its last regular meeting. <br /> <br /> The Commission feels that this is an important step towards greater utilization of the facilities to meet <br />the community needs and urges that the necessary funds be provided for the program." <br /> <br /> Motion of Mr. Johnson to receive as information. <br /> <br /> The City Manager stated that this is a joint matter between the School Board and the P~ecrea~pm Department <br />and that he has not received a report from the School Board. <br /> <br /> Substitute motion of Mr. Smith that the matter be referred to the City Manager for report back as to the <br />status, was adopted without dissenting vote. <br /> <br />70-275 - The following letters of resignation from the School Board were read: <br /> <br /> "Due to my many commitments at the present time, i do not wish to be considered for re-appointment for <br />another term on the Portsmouth School Board. It has been a pleasure to serve on the School Board for the past <br />two terms." (Signed- Mrs. A. P. Hopewell) <br /> <br /> "It has afforded me a great honor and much pride to have had the privilege of serving Council and the <br />City of Portsmouth as a member of the School Board for the past fourteen years. The confidence and trust which <br />has been placed in me is deeply appreciated and I hope that I have, in some small way, made a contribution to <br />the excellence in education which prevails in our school system. <br /> <br /> Having served for such a long time, I feel that I should now step aside and make way for new and fresh <br />ideas t-hat a new member would provide. <br /> <br /> As my current term will soon expire, I respectfully request thatfCouncit will not consider reappoint in <br />my behalf. <br /> <br />Having enjoyed the harmony and co-operation between Council and the School Board, I remain." <br /> (Signed - Binford M. Hutchins) <br /> <br /> Motion of Mr. Smith that tJie resignations be accepted with regret and that the proper resolutions be <br />presented to Mrs. Hopewell and Mr. }tutchins and that the question of new appointments be referred to a con- <br />ference of Council, was adopted, without dissenting vote. <br /> <br />70-276 - The following letter from H. Dixon was read: <br /> <br /> "I would like to have the following ruer to speak before the City Council: R. Dignard and J. W. Smit~. <br />T~ese two men would like to speak on merit system and sick leave." <br /> <br />J. W. Smith spoke. <br /> <br />On motion received as ~formation. <br /> <br />70-277 - The following letter from Judge Donald H. Sandie, ~unicipat Court, was read: <br /> <br /> "Pursuant to Section 9.08, City Charter (1970), I have designated Mr. William C. Phelps as Chief Justice <br />of the Peace of the City of Portsmouth. He will act as laison officer between the Justice of the Peace and the <br />Courts and other departments of the City." <br /> <br /> Motion of Mr. Johnson to:include the letter in the minutes was adopted, without dissenting vote. <br /> <br /> 70-278 - Motion of Mr. Johnson to suspend the rules to hear Attorney Donald Kilgore was adopted. <br /> <br /> ~ Kilgo~e spoke in rigard to Mr. George Eastes' retirement from the Council and commended him for his <br />faithfulness and the quality of leadership he had exhibited while serving as a CounCilman. <br /> <br /> 70-279 - Motion of Mr. Turner that the City Manager have the Police Department look into a traffic con- <br />dition at George Washington Highway and Victory Boulevard, which is hazardous, especially when theie is peak <br />traffic, was adopted, without dissenting vote. <br /> <br /> <br />
