<br />70-269 - T~e following letter from Albert J. Cart was read:

<br /> "This letter is to ask permission to appear before the City Council at its regular meeting the evening
<br />of June 23, 1970. I ~ill be accompanied by Mr. Speros Caiman;as and John R. Porter, Attorney; We wish to dis-
<br />cuss our proposal made for the property just north of the lightship."
<br />
<br />John Porter, attorney, spoke for Mr. Caravas.

<br />Motion of Mr. Johnson to refer to:~a conference was adopted with one dissenting vote, that of Mr. Holley.

<br />70-270 - The following letter from Judge Robert F. McMurran was read:
<br />
<br /> "According to Article IX (Sec.9.02 et seq.) of Chapter 471 of the 1970 Acts of. the General Assembly
<br />providing a n~¢ charter for the City of Portsmouth, the terms of the Judge of the Municipal Court, the Judge
<br />of the Juvenile and Domestic Relations Court, and the substitute Judges thereof expire on July 1, 1970. It is
<br />further enacted that the successors of said Judges shall be appointed for four-year terms commencing on July 1,
<br />1970 by the Judge of The Court.or. Hustings for the City of Portsmouth, the appointments to be subject to the
<br />approval of a majority of the members of the City Council.
<br />
<br /> In compliance with the said charter provision, I, as Judge of The Court of Hustings for this city, hereby
<br />appoint the following named persons, whom I believe to be superb oompetence mhd character, for the position
<br />set opposite their names:

<br />Honorable D. H. Sandie, 5~unicipal Judge
<br />Honorabe James A. 0verton, Substitute Municipal Judge
<br />Honorable Leo P. Blair, Judge of the Juvenile and Domestic Relations Court

<br /> Motion of Mr. Turner to approve the appointments made by Judge McMurran was adopted without dissenting

<br />70-271 - The following letter from J. J. Krezel, Recorder, Council #418 was read:

<br /> "I am certain that you are aware of the fight that the Supreme Council, Knights of Columbus, has for many
<br />years waged against the publishers and 4ispeusers of~pornografnic material. As a subordinate council, St.
<br />Paul's Douncil 418 Knights of Columbus is deeply involved in this battle. The dispensing of pornographic
<br />material on the main thorofare of our city is an affront to the clean living people in our community. The
<br />officers and members of Council 418, Knights of Columbus wishs to comm~nd the city police who seized evidence
<br />of the pornographic material and intend to present it in court. We pray that they will have the support of
<br />you and the entire city counci, l."
<br />
<br /> Motion of Mr. Smith to receive as information and that a letter of ~Dpreciation be forwarded to Mr. Krezel
<br />was adopted, without dissenting vote.
<br />
<br />70-272 - The following letter from the Director of Planning was read:
<br />
<br /> "At a conference session on June 9, 1970,~ie*City PlanninE Commissio~tmanimously resolved to r~cord with
<br />you an 6pinion that it is possible the U. S. Coast Guard Base on First Street~ay, in the foreseeable future,
<br />become available for private development; and under such circumstances, would'probably, require a back-up area
<br />from Henry Street to Wythe Street, as far west as Third Street, if industrial development were the intended
<br />objective."
