<br />At a regular meeting of the City Council, held on July 14, 1970, there were present:

<br />Jack P. Barnes, James W. Holley, Isaac W. King, R. Irvine Smith, Raymond B. Smith, Raymond Turner,
<br />A. P. Johnson, Jr., City bianager and H. A. Korb, Jr.,~City Attorney.

<br />The meeting was opened with prayer by Mr. King~
<br />
<br />The following letters from the City Manag~were read:
<br />
<br /> 70-283 - ?I submit the attached ordinance and recommend it be placed on first reading. This appropriates
<br />$674,562.87 to cover the cost of constrnction of the new Public Health C~nter at Effingham Street and Crawford
<br />Parkway. At the last meeting of City Council, the awarding of the low bid to Robert R. Marquis Company was
<br />authorized.
<br />
<br /> Previous appropriations have been made in the amount of $85,437.15 and with this appropriation, it will
<br />make a total of $760,000.00 to ~over th~ cost of this p~t~ject, t~r~vious appropriations covered the architect's
<br />fees and site work necessary, for the construction of this new health facility.
<br />
<br /> Funds in the amount of $370,000.00 have already been received from Mr. Fred W. Beazley and the balance of
<br />these funds will be received through a Hill-Burton grant."
<br />
<br />On motion of Mr. Turner, the following ordinance was approved on first reading, and by the following vote:

<br /> 70-284 - ,I submit the attachdd ordinance and recommend it be placed on first reading. This appropriates
<br />$50,075 t9 cpver the dewnpayment and the first year interest for the purchase of the Hedgerew Water System.
<br />An ggreement has been reached with the owner of this system to purchase it for the sum of $154,300. A down-
<br />payment will be made of $44,300, and the balance paid in equal installments over a five-year period. Interest
<br />is to be paid on the unpaid balance at a rate of S-1/4 pemc~nt~per annum.
<br />
<br /> This is asimilar type of arrangement~hat was made for the purchase of Merrifields Water System, and
<br />w~th the acquisition or,bis system, it will eliminate all private water companies within the corporate limits
<br />of the City of Portsmouth."

<br /> 70-285 - "I submit the attached ordinance and recommend it be placed on first reading. This amends the
<br />retirement system for members of the Fire and Police Departments and other City employees to provide pro rata
<br />increases in pensions to retired City empIpy~es.
<br />
<br /> The retired employees under the Fire and Police ~epartment pension system will be granted an increase
<br />based on the current pay scall of. the r~nk at which that member retired. Under the retirement System for
<br />other City employees, the cost-of iivino increase will be granted to retired emPlOyees based on the Cost-of-
<br />Living Index as established b~e~the Bureau of LabOr Statistics. ~e increase to'retired employees will be
<br />effective one year after any ~ pay scalfi is adopted for active emplpyees. The ordinance further provides that
<br />no employee will receive less retirement benefits than he is normally entitled to.
<br />
<br /> This also amends the section pertaining to the computation and retirement formula for active employees
<br />to be retired in the future. It reduces it from the five highe~ consecutive'years of compensation to the three
<br />highest consecutive years of compensation. This has been studied by ~he actuaries and they advise that this
<br />will not have any immediate effect on the cost of the system.
<br />
<br /> There is also an amendment pertaining to the optional benefits for employees who retire on disability
<br />that will allow them to take reduced benefits to provide benefits for their widow in the event of death. This
<br />was previously omitted from the retirement ordinance."

<br /> 70-286 - "I submit the attached agreement between Floyd S. Byrd and the City of PortsmoUth for the 6per-
<br />ation of the fishing concession at Lake Cohoon in Nansemond County.
<br />
<br /> This is an update of the current contract we have with Mr. Byrd for the operation of the fishing concess-
<br />ion on this lake. Under this contract, he is required to handle this cone~ssion, rental of the boats and life
<br />jackets, and selling the fishing permits for the City. He is also required to maintain the grouncLs at the lake
<br />and perform routine maintenance of the dwelling at this location.
