Smith, Jr., of the National Clay Pipe <br /> <br />Institute <br /> <br /> "Pursuant to the award of sewer contracts recently~bid involving vitrified clay pipe <br />and Armco Plastic T~uss pipe, it is requested that a representative of the clay pipe industry <br />be allowed to appear before council on July 28th to discuss the merits of both materials. <br /> <br /> At this time a 100 year quarantee from the manufacturer to the city of Portsmouth will <br />be presented. <br /> <br />I sincerely hope you will give my request favorable consideration." <br /> <br />Mr. Smith spoke. <br /> <br />George Keene of Armco Pipe Company spoke. <br /> <br /> 70-$18 "I submit the attached ordinance and <br />appropriates $46,622 needed in various departmental <br />City Government. <br /> <br />recommend it be placed on first reading. <br />categories for the operation of the <br /> <br />T <br /> <br /> It provides $8,922 for the operation of the Neighborhood Facilities Center. These <br />funds will p~ovidp ~tarial service, janitorial service and office supplies necessary <br />the operation of this facility. <br /> <br />for <br /> <br /> $10,000 is provided to cover the cost of the issuance of warrants for the City by the <br />Justices of the Peace. These are City warrants issued by the Justices of the Peace at the <br />request of the Police Department. <br /> <br /> $2,500 is for the purchase of books for the Public Library. This covers funds that the <br />Library has received from the State and Federal Governments for the purchase of these books. <br />Since we are not certain as to the amount of funds the Library will receive from the State <br />and Federal Governments, we are requesting appropriations for this when the funds are received <br /> <br /> $25,200 is for payment to the United Appraisal Company for the work that they have done <br />on the re-appraisal of business, personal property and machinery and tools.'~ <br /> <br /> On motion of Mr. Turner, the following ordinance was approved on first reading and by <br />the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $46,622.00 FROM THE GENERAL FUND FOR VARIOUS <br />PURPOSES." <br /> <br />Ayes: Johnson, King, Smith (R), Turner, Barnes <br />Nays: Holley <br /> <br /> 70-319 '~I submit the attached resolution and recommend its adoption. <br />the sale of $1,500,000 of Utility Revenue Bonds. It is the balance of bonds <br />sewer construction in the various sections of the City. <br /> <br />This authorizes <br />authorized for <br /> <br /> $1 million in bonds of this authorization were issued in December to cover the projects <br />that have been authorized. <br /> <br /> It is necessary that we sell these bonds at a rate of 6% or under, and <br />done, they must be re-submitted to a vote of the citizens. The bond market <br />at this time; therefore, I am recommending the adoption of this resolution." <br /> <br />if it cannot be <br />appears favorable <br /> <br />On motion of Mr. Turner, the following resolution was adopted and by the following vote: <br /> <br />"A RESOLUTION TO AUTHORIZE THE ISSUANCE OF ONE MILLION FIVE'HUNDReD THOUSAND <br />DOLLARS ($1,S00,000.00) OF BONDS TO BE KNOWN AS UTILITY BONDS, FOR THE <br />PURPOSE OF MAKING IMPROVEMENTS, EXTENSIONS AND ADD~I~ONS TO THE REVENUE <br />PRODUCING UNDERTAKING OF THE CITY CONSISTING OF [TS COMBINED WATER, SEWER, <br />AND SEWAGE DISPOSAL SYSTEMS, PURSUANT TO SECTION 127, CLAUSE (B), OF THE <br />CONSTITU~tON OF VIgGINIA, AND CHAPTER S OF TITLE 1S.1 OF THE CODE OF VIRGINIA, <br />1950, AND UNDER AUTHORITY OF THE VOTE OF THE QUALIFIED VOTERS OF THE CITY <br />OF PORTSMOUTH AT AN ELECTION HELD ON THE FIFTH DAY OF NOVEMBER, 1968, AND <br />MAKING PROVISION FOR THE FORM OF SAID BONDS AND FOR THE PAYMENT THEREOF <br /> <br /> WHEREAS, th~ City of Portsmouth is authorized to establish or enlarge its revenue producing <br />un'dertaRing<:hbn~isting of its combined water, sewer, and sewage disposal systems, and it , <br />is necessary and expedient to make certain improvements, extensions and additions to such <br />revenue producing undertaking and to issue bonds of the City in the sum of One Million dollars <br />for that purpose; and <br /> <br /> <br />
