July 28, 1970 <br /> <br /> 70-291 - The following ordinance, approved on first reading at last meeting was taken ~[~ and read: <br /> <br /> "AN ORDINANCE ~UTHORIZING THE ISSUANCE OF ONE MILLION THREE HUNDRED THOUSAND ($1,300,000.00)* <br /> DOLLARS OF BONDS OF THE CITY OF PORTSMOUTH, VIRGINIA, TO BE KNOWN AS GENERAL OBLIGATION BONDS, <br /> FOR THE PURPOSE OF PROVIDING FUNDS FOR THE CONSTRUCTION OF SCHOOLS, CERTAIN OTHER PUBLIC <br /> BUILDINGS, HIO¢~AYS AND STREETS; FORTHE PURCHASE OF PROPERTY; AND FOR URBAN RENEWAL PURPOSELY" <br /> <br /> On motion of Mr. King the ordinance was not adopted and by the following vote: <br /> <br /> Ayes: None <br /> Nays: Holler, Johnson, King, Smith (R), Turner, Barnes <br /> <br /> 70-221 - Motion of Mr. Turner to go into the election of a member to the Planning Commission was <br /> adopted: <br /> <br /> Mr. King nominated Warren L. Holland to fill the unexpired term of Raymond B. Smith on the Planning <br /> Commission, which term expires January 1, 1972. <br /> <br /> On motion of Mro Johnson, nominations were closed. <br /> <br /> Vote being taken, Mr. Holland was elected a member of the Planning Commission, for the term specified, <br />without dissenting vote. <br /> <br /> Motion of Mr. Johnson to go into the election of two members to the Recreation Advisory Board was adopted. <br /> Mr. Johnson nominated John Ivy and Mrs. Doris Leigh for three yearsterms expiring June 30, 197~. <br /> <br /> On motion of Mr. Smith nominations were closed. <br /> <br /> Vote being taken, Mr. Ivy and Mrs. Leigh were elected members of the Recreation Advisory Board, for the <br />term specified. <br /> <br /> Motion of Mr. Smith to go into the election of a member to the Citizens Advisory Committee was adopted. <br /> Mr. Holley nominated Kelley Briley. <br /> <br /> On motion of P4r. Johnson nominations were closed. <br /> <br /> Vote being taken, Mr. Briley was elected a member of the Citizens Advisory Committee to fill the unex- <br />pired term of David Muckle, which term expires February 1, 1972. <br /> <br /> - NEW BUSINESS - <br /> <br /> 70-326 - The following letter from Margaret R. Jones, City Treasurer, was read: <br /> <br /> "Herewith is a list of delinquent Personal Property Taxes for the year 1969 to be furnished ~ou as <br />required by the City Ordinance. <br /> <br /> Total amount delinquent $61,662.S0. <br /> <br /> The original of this list has been given to Mr. David M. Grant, Delinquent Tax Collector, for the City." <br /> On motion of Mr. King, received as information. <br /> <br /> 70-527 - The following letter from Mr. and Mrs. John Davis was read: <br /> <br /> "We want to let Mou know, that we feel that our Police Force, does not meed anything else to tie their <br />hands. <br /> <br /> We are very much against any committee called under any name, looking over our policeman's shoulder. <br /> <br /> To us, this is like saying, we don't trust our police force. ~very citizen in Portsmouth or anyoother <br />city should let our policem~n know we support them and trust them. <br /> <br /> We feel if youoalt~ law abiding citizens, you have nothing to fear from our policemen. <br /> <br /> We have been citizens of Portsmouth for 23 years, and never had but the best regard for our Police Force <br />and they are improving all the time." <br /> <br /> On motion of Mr. King, received as information. <br /> <br /> 70-328 - The following letter from Mrs. Verdell J. Wi lliamson was read: <br /> <br /> "We, the Improvement Committee of the Lee Ward of the City of Portsmouth, would like to request an <br />appearance before the City Council on July 28, 1970. <br /> <br /> We want to discuss with you our need for, and desire to have ~he streets paved and curbs and guttering <br />in our area. <br /> <br /> ~r. Vernon ~rnmD and ~.{rs. Verdell Williamson will be spokesmen in this behalf." <br /> <br /> ~r. Crump and Mrs. ~illiamson spoke. <br /> <br /> Motion of Mr. Holler to refer to the City ~ana~er was adopted, without dissenting vote. <br /> <br /> <br />
