A.~k~t 11. 1970 I i <br /> <br />Ordinance referred to in report: <br /> <br />"AN 0RDIN~NCE TO B~MEND CHAPTER 2 OF THE CODB OF THE CITY OE PORTSMOUTH, VIRGIb}IA, 1961~ <br />BY ADDING THERETO A NEW ARTICLE NUMBERED XIII, CONSISTING OF SIX SECTIONS NUMBERED 2-9S <br />TO 2-100, INCLUSIVE, ESTABLISHING A POLICB-C0~4bT~ITY RELATIONS SYSTEM WHEREBY BETTER <br />C0,%~,fJNICATION BETWEEN THE POLICE AND THE COMMUNITY CAN BE EFFECTUATED." <br /> <br />The Mayor thanked the Committee for the work they have done. <br /> <br /> Motion of Mr. Turner to refer to a conference of Council and to thank the Committee was adopted, without <br />dissenting vote. <br /> <br /> The following reports from the City Manager were read: <br />70-336 - <br /> "I submit the attached ordinance and recommend it be placed on first reading. <br />of the City Code pertaining to bond anticipation notes. <br /> <br />This amends Section 10-19 <br /> <br /> The last session of the General Assembly extended the time period that cities can issue bond anticipation <br />notes. It was extended from a two-year limitation to a five-year limitation. By*the adoption of this ordin- <br />ance, the City Council will be able to issue bond anticipation notes for a period of five years." <br /> <br /> On motion of Mr. Smith (I) the following ordinance was approved on first reading and by the following <br />vote: <br /> <br />"AN ORDINANCE TO A~END SECTION 10-19 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1961, EXTENDING FROM TWO YEARS TO FIVE YEARS THE PERIOD OF TI~ffi IN WHICH BOND ANTICI- <br />PATION NOTES 5~ST BE RETIRED." <br /> <br />Ayes: Holley, Johnson, King, Smith (I), Smith (R), Turner, Barnes <br />Nays: None <br /> <br /> 70-557 - "I submit the attached ordinance and recommend it be placed on first reading. This closes a <br />portion of Cblumbia Stree%?between Potomac and Hamilton Avenues. This closing has been approved by the <br />Planning Commission and a report of the viewers is attached,hereto." <br /> <br />On motion of Mr. King the following ordinance was approved on first reading and by the follmving vote: <br /> <br />"AN ORDINANCE TO CLOSE A PORTION OF COLUMBIA STREET." <br /> <br />Ayes: Holley, Johnson, King, Smith (I), Smith (R), Turn.r, Barnes <br />Nays: None <br /> <br /> 70-338 - "I submit the attached ordinance closing Railroad Avenue from the western side of Turnpike Road <br />for a distance of 300 feet; Moron Street from the northern side of Romanesque Street for a distance of 160 <br />feet; Markham Street from the northern side of Romanesque Street for a distance of 1S0 feet; Whitson Street <br />from a line connecting the rear line of Lot 6 in Block 9 on the plat of Air Line Land Company to the western <br />side line of Lot 167 in Block 7 on the plat of ~he Peoples Lot Club, a distance of 125 feet; and, McKinley <br />Street from a line connecting the westeInline of Lo$~107 in B~ock 7 on the plat of Peoples Lot Club to the <br />western line of Lot 103 in Block 5 on said plat for a distance of 58 feet. <br /> <br /> Since the closing of these streets accrue to the benefit of Virginia Iron and Metal Company, it is my <br />recommendation that these streets not be closed until such time as a proper use permit has been granted to <br />this cor~pany. There is pending ~efore the Planning Commission a use permit application for the Virgir~a Iron <br />and Metal Company." <br /> <br /> Motion of Mr. King to concur in the recommendation of the City Manager to table the ordinance. <br /> <br /> Substitute motion of Mr. Johnson to place the following ordinance on first reading was lost and by the <br />follOWing vote: <br /> <br />"AN~]ORDIN~W£EYTO CLOSE CERTAIN PORTIONS OF RAILROAD AVENUE, MOTON STREET, MARKHAM STREET, <br />~fHITSON STREET AND McKINLEY STP~ET." <br /> <br />ayes: Johnson, Smith (R) <br />Nays: Holley, King, Smith (I), Turner, Barnes <br /> <br />Vote being taken ~. King's motion to table the Ordinance was adopted and by the following vote: <br /> <br />Ayes: Holley, King, Smith (I), Turner, Barnes <br />Nays: JohnsOn, Smith ~R) <br /> <br /> 70-359 - "I submit the attached resolution and recommend its adoption. This changes the meeting date <br />of the City Council scheduled for September 22. It provides for this meeting to be held on Tuesday, <br />September 29, 1970. <br /> <br /> This is requested since theVirginia Municipal League will be in session in Arlington, Virginia on <br />September 22." <br /> <br />On motion of Mr. Smith (I) the follm~ing resolution was adopted and by the following vote: <br /> <br /> <br />
