<br /> 70-368 - The following letter from John D. Poffenbarger, 3202 High Street was read:
<br />
<br /> "A petition was submitted to you and all members of the City Council, July 2, 1970, regarding the median
<br />strip in the 3200 block of High Street.
<br />
<br /> I attended the Council meeting July 14, 1970, when this letter was read ~md referred to you to follow up.
<br /> To-date, we have not heard anything regarding this matter and the Business Owners, would like to attend
<br />the Council meeting on August 25, 1970, to again speak on this matter."
<br />
<br /> Mr. Poffenbarger and Robert W. Wentz, Jr., s.poke.
<br />
<br /> The City Manager stated that he had met with representatives of the State Highway Department and the
<br />Bureau of Public Roads and they will not agree to the removal of the median strip. A representative of the
<br />Bureau of Public Roads stated that even though the State Highway Department should approve the removal, the
<br />Bureau will not concur..
<br />
<br /> Motion of Mr. Johnson that the City Attorney draft a resolution, to be fo~?arded to the State Highway
<br />Department and Bureau of Public Roads, advising them that the merchants and the City Council are opposed to
<br />an island on High Street from Douglas Avenue to Frederick Boulevard, which is in the London-Glasgow Str~e~
<br />Expressway construction, and that the Council requests the removal of this island from said construction~ was
<br />adopted, without dissenting vote.

<br />70-569 - The following letter from Robert G. Clifford was read:
<br />
<br /> "Please accept my resignation as a member of The Portsmouth Port and Industrial Commission.
<br />
<br /> It is with considerable regret that I submit this resignation but added business obligations and demands
<br />at this time preclude my being able to participate fully as a Commissioner. In fairness to you, Council,
<br />The Por~cinterests, and the other Commissioners, it is proper to resign.
<br />
<br /> I would be most ha~npy to serve in the future, if Council so desires, on this Commission or any other
<br />City Commission where my set, vices would be helpful; providing of course that my current extra obligations
<br />have lessened.
<br />
<br /> It has been a privilege to Vice-Chairman The Port Commission and to have been associated with the other
<br />Com~nissioners and Staff."
<br />
<br /> Motion of Mr. Nolley to receive the resignati.on with regret, that a letter of commendation be sent
<br />Mr. Clifford, and that the matter of replacement ~e referred to a conference, was adopted, without dissenting
<br />vote.
<br />
<br /> 70-570 - The following letter from Robert G. Clifford, resigning from the Portsmouth ~Industrial Development
<br />Authority was read:
<br />
<br /> "Please accept my resignation as a member of The Portsmouth Industrial Development Authority.
<br />
<br /> ~.~ letter of resignation from The Port Commission expresses the same reasons and wishes that I have in
<br />leaving The Industrial Commission."
<br />
<br /> Motion of Mr. King to receive the resignation with regret, that a letter of commendation be sent
<br />Mr. Clifford and that the matter of replacement be referred to a conference, was adopted, without dissenting
<br />vote.

<br />70-371 - Th~:~f~lowing letter from the City Clerk was read:

<br />70-372 - The following letter from Robert D. Hecht was read:
<br />
<br /> "I respectfully request that I be allowed to appear before the City Council on Tuesday, August 25, to
<br />present a r6quest that the issue of whether or not .the Sunday sale of beer should b~ allowed in the City of
<br />Portsmouth be placed on the November 1970 General Election Ballot."
<br />
<br /> Motion of Mr. Turner that the Council go on record as requesting the Portsmouth Electoral Board to refer
<br />this particular item to the November general election was adopted and by the follo~ing vote:

<br />Ayes: Holley, Johnson, Smith (R), Turner
<br />Nays: King, Barnes
<br />
<br />Corrected at meeting of Council on September 8, 1970 to read:
