SeptemDer 8, 1970 <br /> <br /> "The ditch render discussion begins -at intersection of Greenbrook Dr~ve and the western property line of <br />the Merrifields subdivision. It then flows in a northerly direction along the western boundary of Merrifields <br />(also the eastern baunda~/ of Twin Pines) to the intersection of a ditch draining Merrifields and Edgefield~ <br />at this point the combined ditches turn. westerly, pass under Twin Pines Road in 54" concrete pipe and flow to <br />branch of Hoffler Creek. <br /> <br /> The ditch, in 1965, was nothing more than a farm ditc~h separating ~,~errifields and Twin Pines. Sometime in <br />1967, the ditch was widened and deepened by Merritt in accordance with a drainage plan, dated ~ebruary 1963, <br />approved by the City of Chesapeake. The elevation of the invert of the ditch was set by tlne inverts of the <br />drainage lines flowing into it from'-A~errifields (Elevation 10.2 at Greenbrook Drive and Elevation 6.9 where <br />it flows under ~,~in Pines Road). The net effect is a ditch approximately 8' deep, 10' wide at the bottom, and <br />25' wide at the top with about 2" of water contained in a 4' width in the bottom. The banks are practically <br />vertical on the Twin Pines side and sloped slightly on the ~4errifields side. There has been no attempt to <br />slope the sides and grass them, t~erefore some erosion of the banks has taken place. If t~he ditch was dug ac~ <br />cording to the plans submitted to Chesapeake, it lies entirely within the boundaries of the Merrifields sub- <br />division. <br /> <br /> Although Engineering has not had an opportunity to check the drainage areas involved, a conservative <br />estimate indicates it would require an expenditure of $45,500 for concrete pipe and manholes plus $24,400 of <br />fill material to eliminate this ditch." <br /> <br /> Motion of '~r. Holley that the City Manager continue to handle this matter was adooted,, without dissenting <br />Vote. <br /> <br />70-59t - The following letter from ~4iss Gloria Wilson was read: <br /> <br /> "We, the members of the Portsmouth Chapter of t~he N.W.RiO. are asking for time for the spokesman of our <br />group to speak in your September 14, 1970 meeting. We are concern with the Welfare Advisory Board that was <br />picked 5y some of you. <br /> <br /> If we may have this time please let me no by return mail. Send your reply to: Miss Gloria Wilson~ <br />918 "A" Columbia St., Portsmouth, Va., 23704~" <br /> <br />~!otion of Mr. Johnson to receive as information. <br /> <br /> ~otion of Mr. Turner to conduct a study of the matter to determine if the Council's action meets the <br />guide lines of H.E.W was lost and by.the following vote: <br /> <br /> Ayes: Holley, Turner <br /> Nays: Johnson, King, Smith (R), Barnes <br /> <br />Vote 5eing taken, Mr. Johnson's motion to receive as information w~s adopted and by the following vote: <br /> <br />Ayes: Johnson, King, Smith (R), Barnes <br />Nays; Holley, Turner <br /> <br /> Motion of Mr. Holley that the validity of the appointment of Mrs. Ruth Rankins to the Welfare Advisory <br />Board, be investigated, was adopted. <br /> <br />70-592 - The following letter from the Superintendent of Schools was read: <br /> <br /> "At the regular meeting of the School Board of the City of Pomtsmouth on August 13, 1970, the board voted <br />to request the city council to give priority to ~le consideration of installation of curbs and guttering along <br />Decatur Street between Dahlgren and Frailey Place. This section of Decatur Street runs along ~he western boun~ <br />ar/ of the James Hurst site." <br /> <br /> Motion of Mr. Johnson to refer to the City ~4anager for investigation and report back to the Council, was <br />adopted, with one dissenting vote - that of Mr. Holley. <br /> <br />70-595 - The following letter from the Director of City Planning was read: <br /> <br /> "At its regular monthly meeting on September 1, 1970, the City Planning Core, mission received a request <br />through the City Attorney's office; and after having heard from the Traffic Engineer, agreed to recommend that <br />the following parcels of property be declared su~lus and sold to promote port and industrial development~. <br /> <br />That property generally between Southern and Carolina Avenues, west of Hill Avenue, <br />comprising Lots 400, 402, 422-428 inclusive on Tax Plate 284, and portions of Carolina, <br />Southern and Jackson Avenues nm:~ vacated." <br /> <br /> Motion of Mr. Johnson to concur in the recommendation of the Planning Commission to advertise the property <br />for sale, was adopted, without dissenting vote. <br /> <br /> 70-394 - Motion of Mr. Holley to refer to the City Manager the condition railroad crossings of Norfolk, <br />Franklin and Danville in the vicinity of Siesta Gardens, was adopted, without dissenting vote. <br /> <br /> 70-395- Motion of ~,r ~' . Turner ~hat the Co~mcil support the revised State Constitution. <br /> <br /> '~ Substitute motion of Mr. Johnson to tab la until the Council has obtained copies and has had an oppo.rtunity <br />to study the new Constitution was adopted, with two dissenting votes - Mr. Holley and ~r. Turner. <br /> <br /> 70-396 - ~.!otion of Mr. Turner that the annual report of "STOP" be referred to the Citizens Advisory Com- <br />mittee for ~heir study and evaluation to determine the advantages which have accrued to the City, was adopted~ <br />without dissenting vote. <br /> <br /> <br />
