<br /> iKqEREAS, it is in the best interest of the occupants and users of newly constructed buildings to be
<br />provided with adequate shelter protection on the premises;
<br />
<br /> NOW, THEREFORE, BE IT P~SOLI~D by the Council of the City of Portsmouth, Virginia, that architects,
<br />builders and developers be encouraged to make appropriate provisions in their designs, or otherwise, to
<br />provide adequate fallout protection against nuclear radiation in the event of nuclear attack, for the occupants
<br />and users of the buildings or structures under consideration.
<br />
<br /> BE IT FURTHER RESOLVED that it shall be the policy of the City of Portsmouth, Virginia, to incorporate
<br />such protection to the fullest extent possible in newly constructed City owned facilities, especially those
<br />that maybe built in the areas where a shortage of protection exists.
<br />
<br /> BE IT FURTNER RESOLVED~at such architects, builders mhd developers be informed of the availability of
<br />cost-free professional aid through the office of the Civil Defense Coorinator, City of Portsmouth, Virginia,
<br />and be encouraged to utilize that assistance in furtherance of the objectives and purposes herein announced."

<br /> 70-582 - "I recommend the proper City officials be authorized to sign a deed transferring to the Portsmouth
<br />School Board property titled in the name of the City at the Hodges Manor High School site. Part of this prop-
<br />erty is titled in the name of the School Board and part in the name of the City.
<br />
<br /> This transfer is being requested in order that the Portsmouth School Board can make application for a
<br />loan from the Literary Fund of Virginia."
<br />
<br />Motion of Mr. King to concur in the City Manager's recommendation was adopted, without dissenting vote.
<br />
<br /> 70-383 - "I submit the attached application from the Portsmouth School Board to the Literary Fund of
<br />Virginia, and recommend the City Council approve. This application requests a loan of $500,000 from the
<br />Literary Fund for the purpose of erecting a new school building at Cherokee Road and Elmhurst Lane.
<br />
<br /> If this loan is approved and granted to the School Board, it will reduce the amount of bonds that will
<br />be necessary for the City to issue towards the construction of this school. T~e School Board can borrow these
<br />funds at a cheaper interest rate than the City would have to pay for its bonds.
<br />
<br />There is attached hereto a copy of the letter received from the School Board requesting this approval."
<br />
<br />On motion of Mr. Johnson, the following resolution was adopted, and by the following vote:

<br /> "g~EREAS, %~he School Board for the City of Portsmouth, Virginia, on the 1st day of September, 1970,
<br />presented to this Board or Council, an application addressed to the State Board of Education of Virginia for
<br />the purpose of borrowing from the Literary Fund $500,000.00 for the new school building at Cherokee Road and
<br />Elmhurst Lane, to be paid in 25 annual installments, and the interest thereon at three per cent paid annually.
<br />
<br /> RESOLVED, that the application of t~he City Sc3~ool Board to ~he State Board of Education of Virginia for a
<br />loan of $500,000.00 ffom ~he Literary Fund is hereby approved, and authority is hereby granted the said City
<br />School Board to borrow the said amount for the purpose set out in said application.
<br />
<br /> The Council of said City will each year during the life of this loan, at the time they fix the regular
<br />levies, fix a rate of levy for schools or make a cash appropriation sufficient for operation expenses and to
<br />pay this loan in annual ~nstallments and the interest thereon, as required by law regulating loans from the
<br />Literary Fund."

<br />City Code pertaining to shoplifting. This amendment is submitted in order that the City Code will conform
<br />to State Code as amended at the last session of the General ~ssem~ly.

<br /> The previous Code pertaining to shoplifting only applied to concealing of articles. It has been amended
<br />to include the changing of price tags or the altering of tags. It has also increased the penalty and in-
<br />cludes a mandatory jail sentence for a second offense."
