September R. 1970 <br /> <br />At a regular meeting of the City Council, held on September 8, 1970, there were present: <br /> <br />Jack P. Barnes, James W. Holley, Burrell R. Johnson, Isaac W. King, Raymond B. Smith, Raymond Turner, <br />A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. King. <br /> <br />Minutes of the regular meeting held on August 25, 1970 were read and approved. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 70-378 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates <br />$3,600 to the Library for the purchase of books. These funds have been regeived from the State to cover these <br />purchases." <br /> <br />On m~tion of Mr. King, the following ordinance was approved.on first reading and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $3,600.00 FROM THE GENERAL FUND FOR THE PURCHASE OF BOOKS <br />FOR THE PORTSMO[~H PUBLIC LIBRARY." <br /> <br />Ayes: Holley, Johnson, King, Smith, Turner, Barnes <br />Nays. None <br /> <br /> 70-379 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates <br />$5,503 to the United Drug Abuse Commission. <br /> <br /> This is the City of Portsmouth's pro rata share of the 4 Tidewater cities. UDAC has requested this one- <br />time appropriation from the cities in order to get their program, organized. This is in compliance with the <br />authorization of the City Council at its last meeting." <br /> <br />0P~m~Eion of Mr, Turner, the fOllowing ordinance was approved on first reading and by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $5,503.00 FROM THE GENERAL FUND ~ T~ CITY'S SHARE OF THE <br />FUNDS FOR THE OPERATION OF THE UNITBD DRUG ABUSE COUNCIL." <br /> <br />Ayes: Holley, Johnson, King, Smith, Turner, Barnes <br />Nays: None <br /> <br /> 70-380 - "Bids were received on August 20, 1970 for the installation of a storm sewer system at Taft <br />and Bunche Boulevards. The following bids were received: <br /> <br />Central Builders, Inc. <br />Rocky Motmt, N. C. <br /> <br />$110,777.00 <br /> <br />Roanoke Construction~fompany <br />Roanoke Rapids, N. C. <br /> <br />$ 88,726.00 <br /> <br /> Cartwright Construction Company $ 79,077.39 <br /> Virginia Beach, Va. <br /> Cartwright Construction Comp. any being the low bidder, I recommend the contract be awarded to this firm. <br />These bids have been reviewed by our consulting engineers and it is their recommendation also that the contract <br />be awarded to Cartwright Construction Company. <br /> <br /> Funds for this construction are a part of the curb and gutter and drainage funds appropriated annually. <br />The drainage project for the Cradock area will be submitted for bids approximately September 15, and the <br />engineering work for the Mimosa Road drainage project and the North Truxtnn drainage project is now in progress <br />It will be an additional two months before the engineering work is completed on these projects." <br /> <br /> Motion of Mr. Smith (R) to award the bid to Cartwright Construction company, the lowest bidder, was <br />adopted, without dissenting vote. <br /> <br /> 70-381 - "I submit the attached resolution and recommend its adoption. This resolution reqtu~sts that <br />architects, builders and developers be encouraged to make prevision in their designs of buildings to provide <br />adequate fallout protection against nuclear radiation in the future construction of new buildings. This <br />resolution also states it will be the policF of the City of Portsmouth to incorporate tbis type of protection <br />in any newly constructed City-owned facilities. <br /> <br /> All localities are being requested by Civil Defense officials to adopt this type of resolution to en- <br />courage additional shelter facilities in the con,unities. The recent study of available shelters in the City <br />of Portsmouth reveals the need for additional protection in the City." <br /> <br />.On motion of Mr. King the following resolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION TO ENCOURAGE INCORPORATING RADIOACTIVE FALLOUT PROTECTION AGAINST NUCLEAR <br />RADIATION IN NEW STRUCTURES <br /> <br /> ~EREAS, the objective of the City Council of Portsmouth, Virginia, is that radioactive fallout oro- <br />tection be provided for all its~citizens whether at home, work, school, or elsewhere in the City; and~ <br /> <br /> WHEREAS, the community Shelter Plan pertaining to the City of Portsmouth, Virginia, discloses the need <br />for additional protection in certain areas of the City against the damaging effects of radioactive fallout in <br />the event of nuclear attack; and <br /> <br />WHEREAS, a need for such protection may continue to exist in the future; and <br /> <br /> <br />
