<br /> WHEREAS, Virginia Electric and Power Company has made application pursuant to Section 4-2 of the
<br />Zoning Ordinance of the City of Portsmouth, 1961, for the granting of a use permit as hereinafter described;
<br />and
<br />
<br /> WHEREAS, the applicant and the Planning Director have done all things required to be done in connection
<br />with said application, and the Planning Commission has recommended the granting of said use permit, subject
<br />to the conditions hereinafter stated.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br />That the use for which the use permit hereinafter described is sought (1) will not adversely
<br />affect the health or safety of persons residing or working in the neighborhood of the proposed
<br />use, (2) will not be detrimental to the public welfare or injurious to property or improvements
<br />in the neighborhood, and (3) will be in accord with the purposes of said Zoning Ordinance.
<br />
<br />That the Virginia Electric and Power Company is hereby granted a use permit subject to site plan
<br />restrictions, pursuant to Section 4-2 of said Zoning Ordinance for the operation of electric trans-
<br />mission lines and towers over and through those areas zoned Residential R-15O and Residential R-75
<br />located on property described as follows:

<br />As shown on that certain plat entitled "ProposedVEPCO Transmission Line" dated
<br />August 6, 1970 as attached hereto and made a part hereof."

<br />The following reports from the City Manager were read:

<br /> 70-400 - "I submit the attached resolution and recommend its adoption. This urges the
<br />Congress of the United States to hold hearings on two revenue sharing bills now before the
<br />Congress. One is an administration proposal providing for $500 million to be shared nation-
<br />wide, increasing to $5 billion by the fifth year. The second bill is a proposal by the
<br />Advisory Commission on Intergovernmental Relations providing for the distribution of $5.4
<br />billion the first year, increasing to $5 billion by the fifth year.

<br /> This resolution further endorses
<br />mission on Intergovernmental Relations
<br />needs of the municipalities."

<br /> On motion of Mr. Turner, the following resolution was adopted, and by the following
<br />vote:

<br />"A RESOLUTION EXPRESSING SUPPORT FOR TWO CONGRESSIONAL BILLS PROPOSINS
<br />REVENUE SHARING WITH MUNICIPALITIES
<br />
<br /> WHEREAS, there are now before the Congress of the United States two bills awaiting
<br />consideration which propose revenue sharing with municipalities;and
<br />
<br /> WHEREAS, the Administration's proposal (S-2948) provides in the first year Five Hundred
<br />Million ($500,000,000.00) Dollars to be ~hared nationwide by municipalities and further
<br />provides increases to Five Billion ($5,000,000,000.00} Dollars by the fifth year; and
<br />
<br /> WHEREAS, the bill proposed by the Advisory Commission on Intergovernmental Relations
<br />(S-2485) provides for an initial distribution of Three Billion Four Hundred Million
<br />($5,400,000,000.00) Dollars increasing to Five Billion ($5,000,000,000.00) Dollars by the
<br />Fifth year; and
<br />

<br /> a~e:be¢oming burdensome to their residents, it ~s necessary that increased funds be returne
<br />to the municipalities and these revenue sharing bills provide for this; and

<br /> WHEREAS, such programs are necessary and vital to the future welfare of the City of
<br />Portsmouth and all other municipalities of the CommOnwealth of Virginia.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br />1. That the Council of the City of Portsmouth strongly supports these bills which
<br /> provide: for revenue, sharing and urges the Congress of'the United States to call
<br /> hearings on both said bills.
<br />
<br />And the Council of the City of Portsmouth, further endorses for passage the bill
<br />proposed by the Advisory Commission on tntergovernmenta~ Relations in that such
<br />bill more adequately provides for the urgent and compelling needs of the munici-
<br />palities.''
