October~ 15. 1970 <br /> <br />Motion of Mr. Johnson to refer to the City Attorney was adopted, without dissenting vote. <br /> <br />70-453 - The following letter from John K. Mil%ier, 915 Chumley Road, was read: <br /> <br /> "This is a request for John K. Miltier, to speak to the Portsmouth City Council on October 13, 1970 in <br />reference to the petition concerning the large open ditch on the site of the new Hodges Manor High S~hool now <br />tmder construction. This petition was presented to the City Council meeting September 29, 1970." <br /> <br /> Mr. ~ttier spoke. <br /> <br /> The City Manager presented the following report which was received from the Engineering Department: <br /> <br /> "The need for a larger ditch at this location was brought about by changed conditions due to school and <br />school grounds construction. These changed conditions will result in a much faster ranoff of rainwater from <br />an area which was previously covered in brush and woods, and was flat and poorly drained. <br /> <br /> The recently cut ditch does present some safety hazard to small children, and its close proximity to <br />feuces along its south side puts the fences in some danger. In short, a pipe drain would be preferable. <br /> <br /> Unfortunately, there are other factors which must be considered in dealing with the above described <br />local pmoblem. <br /> <br /> As mentioned above the runoff will be accelerated by new school <br />outlet~ which even under previously existing conditions was not quite <br /> <br />construction, and this runoff has only on~ <br />adequate. <br /> <br /> Provision must ~lso be made for draining the propused extension of Elmhurst Lane. This drainage also <br />follows the same path downstream as that from Hodges Manor High School. <br /> <br /> After exa~An~ng conditions along the existing outfall ditch and studying the master drainage plans as <br />they now exist it is my conclusion that several things shou'ld be done in the very near future. <br /> <br />1. Increase the capacity of cross street drain pipes at Hedges Ferry Road, Berkshire Road, and Nottin~%am <br /> Road. <br /> <br />Install drainage pipes from east side of Elmhurst Lane to an existing ditch about 1S0 ft. west of <br />Elmhurst Lane (Two separate locations, both can properly be done as a part of Elmhurst Lane con- <br />structien but should be done in advance of actual road building). <br /> <br />Install a pipe drain instead of a ditch at the south boundary of Hodges Manor High School. (This <br />item is not essential to the drainage of the areas undem study but in the interest of safety it <br />should be included) <br /> <br /> ~e first choice would be to follow the general outline of the master drainage plan with certain modifi- <br />cations which are required bM.~eason of developments which have taken place since the master drainage plan was <br />made. <br /> <br /> Ta~_*ing the long view this is certainly the best solution to the problem. However, the immediate cost <br />will be quite large because it should not be undertaken in a piecemeal fashion i~e. the street crossings only. <br />Also it will be necessary~to fill a large ditch, grade and seed adjacent property, and provide for local drain <br />inlets along the pipe line. ~is will cost $195,000.00. <br /> <br /> A second choice to the solution of the problem would be to install pipe drains parallel to those now <br />existing across and adjacent the three streets mentioned in Item t. These pipes would need to be slightly <br />larger in diameter than the existing drains and would be laid at a slightly lower elevation than existing <br />pipes. - <br /> <br /> This is not the best solution from an engineering standpoint but ~t will improve drainage somewhat and <br />at much less immediate expenditure than the first choice. Eventually these croms-street pipe drains and those <br />now existing would have to be re-layed at the elevations called for on the master drain plan. This will cost <br />$58,500.00." <br /> <br />70-454 - The following letter from Donald Herring was read: <br /> <br />"I:~equest permission to attend the October 13th meeting of the City councilmen. <br /> <br /> I would like to bring before the council the matter of over-crowding ~ildren on the Water's school <br />buses ." <br /> <br /> Motion of Mr. Johnson that the Council recommend to the School Board that they work out a long-range <br />contract with the Bus Con, any regarding school bus transportation, was adopted, without dissenting vote. <br /> <br /> 70-455 - Motion of Mr. King that the Police Department, Traffic Department and other city employees in- <br />volved in directing traffic leaving the stadium on Friday night, following the football game be conunended for <br />the fine manner in which traffic was handled. <br /> <br /> 70-456 - Motion of Mr. King to go into the election of a mg~er to the Portsmouth Port and Industrial <br />Commission, was adopted. <br /> <br />Mr. Smith (I) nominated Willard O. Forbes. <br /> <br />On motion of Mr. Turner, nominations were closed. <br /> <br /> Vote being taken, Mr. Forbes was elected to the Fo/~csmouth Port and Industrial Commission for the un- <br />expired term of Robert Clifford, which term expires on Deceraber 51, 1971. <br /> <br /> <br />
