November 24, 1998 Recommendation: Adoption of a resolution authorizing the City of Portsmouth's 1999 Legislative proposals to be presented to the Portsmouth Delegation and the members of the Virginia General Assembly. Purpose and Need: The Legislative Proposals contain seven (7) Revenue and Taxation Requests in Order of Priority; ten (10) Items to Monitor During the Session, which can significantly impact municipal operations; and nine (91 Studies to Monitor. · The Addendum, containing the Virginia Municipal League's 1999 Legislative Program, was adopted at its annual meeting on October 6, 1998. Financial Impact: · The potential financial impact could be millions of dollars to the City for programs, facilities and services. The total impact cannot be accurately assessed at this time. The impact, however, will be noted in the Final Legislative Report, which is prepared after the Veto Session of the General Assembly. Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 1999 LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH DELEGATION AND THE MEMBERS OF THE VIRGINIA GENERAL ASSEMBLY. WHEREAS, the Virginia General Assembly deals with a broad range of issues that affect local governments both directly and indirectly; and WHEREAS, the City of Portsmouth has certain concerns which deal with both local governments and Portsmouth specifically; WHEREAS, these concerns and issues need to be made known to Portsmouth's General Assembly Delegation so that they may be transmitted for consideration by the Legislature. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth endorses the attached legislative proposals for the 1999 General Assembly Session and directs that both this resolution and the legislative proposals be forwarded to the Portsmouth General Assembly Delegation."
