November 24, 1970 <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 70-S13 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates <br />$S,000 for the transportation porject under the Mayor's Youth Employment Commission that was conducted in the <br />City during the summer. <br /> <br /> In April of this year, the Mayor's Youth Employment Commission recommended to the City Council that they <br />participate in this transportation project assisting youths in Portsmouth in jobs durin the summer months. <br />This project was funded on a 75% federal and 25% non-federal basis, the City being required to match $3,750 of <br />federal funds with $1,250 of local funds. <br /> <br /> City Council approved this project and~-~e have now received federal funds in the amount of $5,?S0. It is <br />necessary to apprpriate these federal funds with the local funds in order that the transportation costs can be <br />paid." <br /> <br /> Motion of Mr. Smith (I) that the following ordinance be approved on first reading and that the Youth <br />Employment Commission be thanked for their excellent work, was adopted and by the following vote: <br /> <br /> "AN ORDINANCE TO _~PPROPRIATE $S,000.00 FROM THE GENERAL FUND FOR TP.A~NSPORTATION FOR THE <br /> biAYOR'S ~ODv~ E~LO~MENT CO~${ISSION." <br /> <br />Ayes: Holley, Johnson, King, Smith (I), Smith (R), Turner, Barnes <br />Nays: None <br /> <br /> 70-514 - "I submit the attached ordinance and recommend it be placed on first reading. <br />$11,000 for the salary of an associate Judge of the Juvenile and Domestic Relations Court. <br />for the balance of the fiscal year of January 1 through June 50, 1971. <br /> <br />This appropriates <br />This covers salary <br /> <br /> Due to the workload in this court, it is necessary that an additional judge be employed. This additional <br />judge has been recommended by the judges of the other courts as well as the Bar Association." <br /> <br /> On motion of Mr. Smith (R), the following ordinance was approved on first reading and by the following <br />vote: <br /> <br /> ORDINANCE_TO APPROPRIATE $11,000.00 FROB.i THE GENERAL FUND FOR SALARY FOR THE ASSOCIATE <br />JLrDGESHIP OF THE JUVENILE AND DO.~STIC RELATIONS COURT." <br /> <br />Ayes: Holley, Johnson, King, Smith (I), Smith (R), Turner, Barnes <br />Nays: None <br /> <br /> 70-515 - "I submit the attachdd ordinance and recommend it be placed on first reading. This amends <br />Sections 37A-31 and 37A-56 of the City Code pertaining to water service lines. <br /> <br /> The present code 9Fovides for a charge of $50 for the installation of a 3/4 inch water service line. <br />It further provides that when it is necessary for a service line to be repaired, the customer must pay $S0 <br />with the responsibility of maintenance of the line resting with the Water Department from then on. <br /> <br /> This proposed amendment to the ordinance will give the property owmer an option when there is a break <br />in the service line. He can pay the $50 and the Water Department repair the service line and it would be <br />maintained by the Water Department from then on. He will also have the right to have the renairs made at <br />his expense but the Water Department would assume no responsibility for the maintenance in the future. <br /> <br /> These regulations apply to all water service connections which were installed prior to July 1, 1962. <br />Since that time we have been requiring the $S0 charge and assuming the responsibility of the maintenance. <br />Ail new installations will be required to pay the $50. Provisions are also ~eing made for the property owner <br />to pay the $S0 on an installment basis." <br /> <br />On motion of Mr. King the following ordinance was approved on first reading, and by the following vote: <br /> <br />"AN ORDINANCE TO A~MND SECTIONS 37A-31 AND 37A-36 OM THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1961, PERTAINING TO WATERSERVICE." <br /> <br /> Ayes: Holley,.Johnson, King, Smith (I), Smith (R), Turner, Barnes <br /> Nays: None <br /> <br /> 70-S16 - "I submit t~e atta~ed resolutio~ and recommend its adoption. This authorizes submission of an <br />application for federal funds to construct a Neighbofhood Facility in the Southside area. This is described <br />as a l~O/Neighborhood Facility to be located in Southside, or, more particularly, on City-owned property on <br />Court and Wythe Streets. <br /> <br /> It is necessary to relocate the USO which is mvned by the Navy due to the constrUction of the Crawford <br />Street Connector. <br /> <br /> The estimated cost of this facitity is $4Z1,460. If this grant is approved, the Federal Government will <br />pay 2/3 of the cost of this project including the land. The City will donate the land as its cost towards the <br />project." <br /> <br />The following letter from Gordon W. Slaterbeck was read: <br /> <br /> "I would like the pr~ii~e of addressing the council when they Consider the application for funding for <br />the U.S.O.-Neighborhood Facility. Th~nk you for your consideration." <br /> <br />Mr. Slaterbeck spoke and presented the following: <br /> <br /> "The improvement of n.eighborhood life is one of the major purposes of the Wesley Community and Child <br />Service Center, Inc. The center seeks to act on behalf of the people of the neighborhood, becoming actively <br /> <br /> <br />
