<br /> 70-553 - "It is my recommendation that we establish the position of Federal Funds Coordi~
<br />in the City Government, and further, that this be combined with the duties of the City Clerk.
<br />present City Clerk will retire at the end of January, 1971 and due to the many federal progra~
<br />that the City is currently involved in, plus the many new programs on the horizon, it is
<br />necessary that we establish coordination within the City Government among the various depart~
<br />ments to take advantage of these programs. The present City Clerk's position has dual capacil
<br /> as have the previous City Clerks.
<br />
<br /> The Federal Funds Coordinator will be responsible for the preparation of applications
<br />for federal grants. He .will work with the various departments in assisting them in preparing
<br />these grants. He will also keep up to date as to what federal funds are available, what
<br />federal programs the City should be taking advantage of, and generally seeing that the City
<br />takes advantage of every program that is available.
<br />
<br /> The City has been paying to the Portsmouth Redevelopment and Housing Authority $12,000
<br />annually to assist in writing and servicing these federal applications for the City. The
<br />current City Clerk!s position pays $12,000 annually, this making a total of $24,000 being
<br />expended. It is my recommendation that we employ Mr. Theodore E. Masters, Jr., of 3641
<br />Wright Road, for coordinator of these federal programs and he also be elected to the City
<br />Clerk's position by the City Council. Mr. Masters would be employed by the City as of Janu-
<br />ary 1, 1971 and assume the duties of City Clerk as of February 1, 197I,.with a salary of
<br />approximately $14,500.

<br /> Motion of Mr. Raymond Smith that the City Manager be~authorized to employ T. E. Masters,
<br />Jr. as Federal Funds Co-ordinator, beginning ~anuary 1, 1971, was adopted, without dissenting
<br />vote.
