<br />On motion of Mr. F~Y4g, the following resolution was adopted, and by the follm~ing vote:

<br />"A B~$OLUTION REQb~STi~_IG T~ STA~E TO PROV~_DE ~N~NCIAL ASSISTANCE TO THE LOCALII'?~S OF
<br />~fIRGINIA
<br />
<br /> ~HEP~AS, because the costs and expenditures of all localities are ~sco~lng burdensome to their
<br />residents; and
<br />
<br /> WHEB~AS, it is necessary that increased funds be provided the localities to help alleviate t~his situation;
<br />and ~
<br />
<br /> k~HEREAS, such help is necessary and vitsl to the future welfare of all the localities of t~he Co~onwealth
<br />of Virginia.
<br />
<br /> Ng~;, TY~REFORE, BE ~ P~wSOLVED by the Council of the City of Po~tsmouth, Virginia, that it urgently re-
<br />quests the Com~or~ealth of ~/irgir~ia to enact legislattu~ ~diately to provide fU.nancial assistance to local
<br />governments to relieve the strain of the ever increasing tax bl~den on localities.
<br />
<br /> BE ZT FURTHER R~SOLVED that a copy of this resolution be fo~mrded to the Governor and the Senate and
<br />House of Delegates of the C~ameral _~ssenbly of Virginia."

<br />Project boundaries."
