J~nuarv ~2. <br /> <br /> ~HEAS, it is universally recognized that the selection and placing of only the most qualified personnel <br />in the courts will ms~e probable the attainment of that high level ~f justice under the law desired by all <br />people. <br /> <br /> NOW ?HEPEFORE BE IT RESOL\~D that the Portsmouth Bar Association hereby expresses its opposition to the <br />proposed ch~ge in the Charter of the City of Portsmouth whereby the authority to appoint judges of the courts <br />not of record would be taken from the senior judge of the Court of Hustings for the City of Portsmouth and <br />placed in the Council of the City of Portsmouth and BE IT FURT~R RESOLVED that the Portsmouth Bar Association <br />doth reconmend that the Charter of the City of Portsmouth be amended so as to Drevide that the authority to <br />appoint judges of the courts not of record be placed in a panel comprised of a~l the judges of the courts of <br />record, said panel to be presided over by the Senior judge from point of service." <br /> <br />George R. Due to legal requirements, the City Council could <br />not officially act. This proposed project is now being submitted for official action by <br />the City Council. <br /> <br /> It is proposed by the Portsmouth Redevelopment and Housing Authority that a survey and <br />planning application be submitted to the Department of Housing and Urban Development. This <br />application would cover the area between Chestnut Street and Green Street from Portsmouth <br />Boulevard~north to the Washington Park housing project. Thc balance of the project will <br />be in the general neighborhood of the Crawford Street Connector. The greater ~portio~ ~£.' <br />this project would be for conservation rather than total demolition. <br /> <br /> <br />
