NOW ?HEPEFORE BE IT RESOL\~D that the Portsmouth Bar Association hereby expresses its opposition to the proposed ch~ge in the Charter of the City of Portsmouth whereby the authority to appoint judges of the courts not of record would be taken from the senior judge of the Court of Hustings for the City of Portsmouth and placed in the Council of the City of Portsmouth and BE IT FURT~R RESOLVED that the Portsmouth Bar Association doth reconmend that the Charter of the City of Portsmouth be amended so as to Drevide that the authority to appoint judges of the courts not of record be placed in a panel comprised of a~l the judges of the courts of record, said panel to be presided over by the Senior judge from point of service." Due to legal requirements, the City Council could not officially act. This proposed project is now being submitted for official action by the City Council. It is proposed by the Portsmouth Redevelopment and Housing Authority that a survey and planning application be submitted to the Department of Housing and Urban Development. This application would cover the area between Chestnut Street and Green Street from Portsmouth Boulevard~north to the Washington Park housing project. Thc balance of the project will be in the general neighborhood of the Crawford Street Connector. The greater ~portio~ ~£.' this project would be for conservation rather than total demolition.
