(c) The city may sell or convey any of its property to the Commonwealth of Virginia, any <br />political subdivision thereof, or to the federal government without advertisement and without <br />receiving bids. <br /> <br /> § 6.0i. Election and Term of Elected Officers.---There shall be one attorney for the <br />Commonwealth, one commissioner of the revenue, one city treasurer and one e&~-~e~ea~, <br />sheriff, elected by the qualifie~ voters of the city of Portsmouth, on Tuesday after the firs~ <br />~in November, nineteen hunared seven~y-three, for the term of four years, and every fou <br />years thereafter. Any moneys so received shall be accounted <br />for and paid o~er to the clerk of the court which imposed such penalty upon the offender im- <br />mediately upon the opening of such cler's office on the next regular business day or as soon <br />thereafter as pract~icable. The clerk shall give his official receipt to the <br />sheriff for such moneys so received. <br /> <br /> ~ 6.07. High Constable. <br /> <br /> (a) The city council shall appoint an of Bicer to be known as the high constable, who <br /> shall ser~e at the pleasure of the council and who shall have such powers and duties <br /> in relation to the municipal court of the city as are now or may hereafter be grant- <br /> ed by the general laws of this Commonwealth to e~$y-~em~eaa$, sheriffs, and such <br /> other powers and duties as the council by ordinance may prescribe. He shall qualify <br /> before the Court of Hustings of the city and give bond in an amount to be determined <br /> by the council by ordinance, payable to the City of Portsmouth, and conditioned upon <br /> the faithful performance of his duties. <br /> <br /> (b) The high constable shall receive such fees as are now or may hereafter be prescribed <br /> by law for e~-~e~ea~ s~e~s~ The fees collectedhby the ~high constable shall <br /> be paid ~nto the treasury of the city regularly, but not less than once a month. <br /> Ail fees and commissions of every kind and character, whether payable by the Common- <br /> wealth, the United States, or by private persons, firms or corporations, now or <br /> hereafter receivable by law or ordinance by the high constable, shall continue to be <br /> paid to and collected by him and shal~ be paid into the treasury of the city, except <br /> that the city shall not be required to pay to h~m any fees or co~issions for servic(s <br /> performed for such city. <br /> <br /> (c) Notwithstanding any provision of general law the high constable shall be paid a <br /> salary out of the treasury of the city a~s provided by law, which salary shall be <br /> in full compensation for his services and shall be in lieu of the retention by him <br /> of any and all official fees and commissions of whatever kind or character, and from <br /> whate~er source deri~ed; the expenses of his office, including the compensation of <br /> deputies and employees, shall be likewise paid out of the treasury of the city. <br /> <br /> (d) The high constable may appoint such deputies and other employees as may be authorize<L. <br /> Each deputy shall giv~ such bond as the council by ordinance may prescribe. <br /> <br /> ~ 9.02.
