Gardner, be appointed viewers to view the hereinafte~ <br />described portion of such street and report to this Council in writing whether in their opinion any, and if <br />any, what inconvenience would result from vacating and closing the following: <br /> <br />Cambridge Avenue, from the northern right-of-way line of Hartford Street northward <br />approximately 75 feet to its end." <br /> <br />Ayes: Holley, Johnson, King, Smith (!), Smith (R), Turner, Barnes <br />Nays: None <br /> <br /> 71-32 - "As requested at the last meeting of the City Council, I submit herewith a progress report <br />received from the Portsmouth Redevelopment and Housing Authority on the orogrems of the Park View Conservation <br />Project." ~ <br /> <br /> Motion of Mr. Smith (I) to receive as information and that a letter be written the Housing Authority ex- <br />pressing appreciation for the report, was adoptedj without dissenting vote. <br /> <br /> 71-35 - "! submit the attached ~esolution and recommend its adoption. This authorizes the signing of a <br />contract between the Department of Housing and Urban Development and the ~ity of Portsmouth for an Urban <br />Beautification grant. <br /> <br /> This will authorize the City to receive $37,561 in federal funds for various beautification projects. <br />These projects include City Park, George Washington Park, Lord Effingham Park, and beautification~of the medie~ <br />strips in the highways.'' <br /> <br /> On motion of~r.~ Turner, the following resolution was adopted, and by the following vote: <br /> <br /> "RESOLUTION AUTHORIZING EXEC[~ION OF CONTRACT FOR GR~NT FOR URB~ BEAUTIFICATION. <br /> <br /> F~EREAS, the City of Portsmouth (the "Applicant") was heretofore submitted an application to the United <br />States of America, Department of Housing and Urban Development (the "Government") for a grant under Title VII <br />of the Housing Act of 1961, as amended, with respect to a certain project identified as Project No. VA. B-14, <br />for the purpose desi~lated intthe said application; and <br /> <br /> WHEREAS, the Government has approved the said applicationand has submitted to the Applicant a certain <br />Contract for Grant (the "Contract") for approval and execution by the Applicant, which said Contract is satis- <br />factory. <br /> <br /> NOW~ THEREFORE, BE IT RESOLVED BY THE Council of the City of Portsmouth, that the said Contract, a copy of <br />which is attached hereto, be and the same is hereby ~nproved. The City Manager is her&ey authorized and <br />directed to execute the said Contract in the name and on behalf of the Applicant, in as many counterparts as <br />may be necessary, and City Clerk is hereby aBt~orized and dir&cted to affix oriirmress the official ~eal of the <br />Applicant thereon and to attest the same. The nroDer officer is directed to forward the said executed counter- <br />parts of the said Contract to the Government, t~ge%her with such other documents evidencing the ~Dproval and <br />authorization to execute the same as may be required by the Government." <br /> <br />Ayes: Holley, Johnson, King, Smith (I), Smith (R), Turner, Barnes <br />Nays: None <br /> <br />- UNFINISHED BUSINESS - <br /> <br />70-512 - The following ordinance, on which action was postponed on December 1, 1970 was taken up and read: <br /> <br />"/P{ ORDINANCE TO A~%gEND THE ZONING ORDINANCE OF THE CITY OF PORTSMOUTH, 1961, BY k.~-.fl~NDING <br />SECTION S-7 THEREOF, PROVIDING MINI.~.fJM PLOT WIDTHS FOR ROW HOUSES IN THE ,RESIDENTIAL R-?S <br />DISTRICT.." <br /> <br />Motion of Mr. King to suspend the rules to hear from Dan Griffin, was adopted. <br /> <br /> Mr. Griffin spoke. The following letters from Hassell & Folkes and Tidewater Association of Home <br />Builders were read: <br /> <br /> "As Consulting Engineers engaged in the planning and design of a number of townhouse projects throughout <br />the Tidewater area, we should like to endorse and urge your adoption of the Towmhouse Ordinance as endorsed <br />by the Tidewater Association of Home Builders." Signed S. G. Folkes, P.E. <br /> <br /> "We appreciate your postponing action on the propomed ordinance change affecting townhouse minimum plot <br />wid~ls. Our Board has considered this and recommends the following: <br /> <br />Minimum required plot widths for row houses only in the residential R-60/R-75 district <br />for interior plots within a subdivision shall ~e 16 feet, with an average~plot width of 18 feet; <br />for end plots, 30 feet minimum. <br /> <br /> This recommendation is based on our findings as to what is being done in other Tidewater cities as well <br />as other parts of the country. The amendment in its present form is completely restrictive as to grouping <br />smaller two bedroom townhouses normally sold to retired or elderly couples away from three and four bedroom <br />mlits that are mostly bought by families with children. <br /> <br />Your consideration of our recommendation will be greatly appreciated."
