Helen Jones and Hrs. Joyce Winston spoke. Mrs. Winston presented the following letter and a petition <br /> <br />"My name is Mrs. Joyce Winston. I live at 210 Lincoln Street. <br /> <br />I am here as a member of the Southside Neighborhood Assembly, representing the people of the Southside. <br /> <br /> Weaare opposing the plans for the rezoning for heavy industry. <br /> <br /> First of all, we can see no benefits for the people as a shole. <br />anything from the indnstry. <br /> <br /> There is mention of the industry opening uo new jobs, but I ask you gentlemen, <br /> <br />There are several reasons for this: <br /> <br /> We cannot see where we stand to gain <br /> <br />is it not true that nowa- <br /> <br />days no one hires anyone without education and ex?erience or qualifications? <br /> <br />The people who live in Southside will not have the education or exnerience to qualify. <br /> <br /> Opening un new industries will draw people from other cities and counties who will fill the jobs. It <br />will be just like it is now, with thousands of people coming into our neighborhood everyday to work in the <br />shipyard and then leaving, without any real communication or concern for the neighborhood. <br /> <br />Secondly, if we should have to move, where should we go? <br />-- to public housing where we shall be subjected to a waiting list that~as a hundred names or more? <br />-- to be thr~vn into apartments not large enough for our families? <br /> <br /> We fear that this zoning for heavy industry would help to create in time a shanty town that eventually <br />could become another Watts ghetto. <br /> <br />Gentlemen, we don't want this,and I'm sure you donlt. <br /> <br />Last but not least, I want to keep three things in mind when we are facing this problem: <br /> <br />1. The dangers of air and water pollution. <br />2. Population explosion taking up all available homes for families. <br />3. The ~conomy. Tax dollars to beautify Portsmouth's downtown and the waterfron are wasted if <br /> this heavy industrial zoning comes in. <br /> <br />We feel that human values outweigh economic values." <br /> <br />Motion of Mr. Holley to concur in the entire recommendatinn of the Planning Commission. <br /> <br /> Substitute motion of Mr. Smith (R) to rezone the area bounded by First, Wythe, Third and Lincoln Streets <br />to M-2 and the area between Third and Fourth Streets from. Wythe Street to the Navy Yard wall to C-2 (buffer <br />zone). <br /> <br /> Motion of Mr. Turner to amend the subsZitute motion to refer this to conference and request a joint meetin~ <br />with the Planning Commission before making a decision, the meeting to be held within fifteen days, was defeated/ <br />by a five to two vote. Molley and Turner - negative. <br /> <br /> <br />
