At a regular meeting of the City Council, held on February 9, 1971, there were present: <br /> <br />Jack P. Barnes, James W. Holley, Burrell R. Johnson, Isaac W. King, R. Irvine Smith, Raymond B. Smith, <br />Raymond Turner, A. P. Johnson, Jr., City Manager, and M. A. Korb, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. King. <br /> <br />Minutes of the meeting held on ,January 26, 1971, were read and approved. <br /> <br />· The following submissions and reports were rendered by the City Manager: <br /> <br /> 71-40 - "I submit the attached ordinance and recommend it be placed on first reading. This establishes <br />the second Monday of the months of February, April, June, August, October and the first Monday of December for <br />meetings of the 'City Council to hold public hearings on zoning petitions. <br /> <br /> These dates are established to coincide with the Planning Commission s public hearings, and the necessary <br />time for public advertising of these zoning changes. This does not prohibit the City Council from considering <br />zoning matters at the Council meetings scheduled on the second and fourth Tuesdays of each month." <br /> <br />On motion of Mr. Turner, the following ordinance was approved on first reading, amd by the following vote: <br /> <br />"kN ORDINANCE TO Ab~ND SECTION 2-6 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />PERTAINING TO MEETINGS OF THE CITY COUNCIL." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-41 - "I submit the attached ordinance and recommend it be placed ~n first reading. This amends the <br />City Code pertaining to taxicab fare rates in the City. <br /> <br /> The current rates are S0¢ for the first nne-half mile, 10¢ for each additional one-quarter mile or fractgnn <br />thereof, 10¢ for each two minutes of waiting time, and $3.00 per hour if hired on an hourly basis. <br /> <br /> The taxicab owners have requested rat~s as follows: 50~ for the first one-half mile, 10~ for each one-fift~, <br />or fraction thereof in addition to the first one-half mile, 10¢ for each one minute of waiting time, and $6.00 <br />per hour if hired on an hourly basis. These are the same rates that are currently charged in the cities of <br />Norfolk and Virginia Beach." <br /> <br />- On motion of Mr. King, the following ordinance was approved on first reading, amd by the following vote: <br /> <br />"AN ORDINANCE TO A~{END SECTION 34-9 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1961, <br />TO INCREASE THE RATES OF FARE THAT SHALL BE CHARGED BY TAXICABS." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-42 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates <br />$6,000 for the installation of sanitary sewers on Airline Boulevard. <br /> <br /> Current plans call for the ~nstallation of storm drains and widening of pavementat the new GBX site on <br />the south side of Airline Boulevard, eastward from Blmhurst Lane. There is also under contract, as part of <br />the GBX site development, the sanitary sewer line terminating at the intersection of Elmhurst Lan~ and Airline <br />Boulevard. This work is to be done by the site developer. <br /> <br /> In order that the properties of eastward from the GEX site may be connected with the sanitary sewer <br />system at a future time, it is recommended that there be an installation of approximately 780 lineal feet of <br />8-inch gravity sewer along the south line of Airline Boulevard east of Elmhurst Lane. By doing this work before <br />the pavement is widened, we will avoid the unnecessary expense of pavement removal and replacement when the need] <br />for this se~er extension arises." ~ <br /> <br /> On motion of Mr. Irvine Smith the following ordinance was approved on first reading, and by the following <br />vote: <br /> <br />"B~ ORDINANCE TO APPROPRIATE $6~000.00 FROM THE GENERAL CAPITAL IMPROVEMENT F~ND FOR THE <br />CONSTRUCTION OF A SANITARY SEWER ON AIRLINE BOULEVARD." <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, RaymondSm~th:,,Turner, Barnes <br />Nays: None <br /> <br /> 7i-43 - "I submit the attached ordinance and recommend it be placed on first reading. This appropriates <br />$7,964.65 as the City of Portsmouth's pro rata share for the operation of Southeastern Tidewater Opportunity <br />Project. <br /> <br /> We are in receipt of a letter from STOP requesting an appropriation of $8,816 which was b~ed on a popula- <br />tion estimate of $117,546. The total amount requested by STOP from the four Tidewater cities amounts to <br />$52,399. By applying ~he formula of percentage of population and percentage of real estate values which the <br />City Council has agreed upon, this reduces the amount requested by STOP by $851.55. I have, therefore, sub- <br />mitted an ordinance appropriating funds based upon the agreed contribution formula." <br /> <br /> On motion of Mr. Raymond Smith the following ordinance was approved on first fading and by the following <br />vote: <br /> <br />"AN ORDINARCE TO APPROPRIATE $7,964.65 FROM THE GENERAL FI~D AS THE CITY'S CONTRIBUTION TO <br />THE SOUTHEASTERN TIDEWATER OPPORTUNITY PROJECT." <br /> <br />Ayes: Hotley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> <br />
