<br /> The following reports from the City Manager were read:

<br /> 71-64 "I submit herewith the S-year Capital Improvement Program for the City of
<br />Portsmouth. .This establishes the guidelines for proposed capital .improvement projects for
<br />the next five years.
<br />
<br /> This outlines the capital program for the development of schpols, highways, urban
<br />renewal, recreation and utilities such as water improvement and sewers. This document has
<br />been approved by the Planning Commission and is forwarded to the City Council by cover letter
<br />from the Chairman of the Planning Commission, reproduced xn the fro.nt of the book.
<br />
<br /> There is also a section covering the proposed financing of these projects. This conform
<br />with the projected capital financing which has been reviewed by the Bond Commission."

<br /> On motion of Mr. Holley, the S-year Capital Improvement Program as prepared by the
<br />Director of Finance and Planning, was~adopted, and by the following vo~e;

<br /> 71-66 - "I submit the attached ordinance and recommend it be placed on £irst reading.
<br />This amends Sections 4-S7, 4-59 and 4-59.1 of the Minimum Housing Code of th~ City of Ports-
<br />mouth. This provides for the Director of Public Health to immediately post t.h,e premises
<br />with a notice that it fails to meet the Minimum Mousing Standards immediatel~ ~fter a house
<br />has been inspected and found to be in violation.
<br />
<br /> The ordinance is further amended to provide for an administrative h.earing to be held
<br />by the Director of Public Health. Any person receiving a notice of a violation can immedi-~
<br />ately request a hearing before the Director. If he is not satisfied with the, deczsxon of
<br />the Director, he may request a hearing before the Minimum Housing Board.

<br /> It is felt that if these additional steps are installed in the ordinance., we',can
<br />up the'procedure for obtaining compliance with the Minimum Housing Code.'' ~

<br /> This has been requested by the Health Department in order that safety and sanitary
<br />regulations can be established for the operation.of public swimming pools. At the present
<br />time we have no regulations regarding the operation of these swimming pools."

<br /> On motion of Mr. Irvine Smith, the following ordinance was placed on first reading,

<br />BY ADDING TO CHAPTER 14 THEREOF A NEW ARTICLE, REGULATING THE CONSTRUCTION,
<br />OPERATION AND MAINTENANCE.OF SWIMMING POOLS, PRESCRIBING STANDARDS AND RE-
<br />QUIREMENTS FOR THE CONSTRUCTIONs OPERATION AND MAINTENANCE OF SWIMMING POOLS
<br />AND SWIMMING POOL EQUIPMENT AND APPARATUS, PRESCRIBING DUTIES AN~ RESPONSIBIL-
<br />ITIES OF THE HEALTH DEPARTMENT; AND PRESCRIBING PENALTIES FOR THE VIOLATION
<br />OF ITS PROVISIONS."

<br /> 71-68 - 'I submit the attached resolution and recommend its adoption. This authorizes
<br />the condemnation of property at Fayette and Sixth Streets. Th.is property is to be used
<br />for. the. development of a neighborhood mini-park under a federal grant that the City has
<br />received.
<br />
<br /> This condemnation is necessary as the property owner and the City have not been able
<br />to agree on a price for the purchase of the property. It has been appraised by two in-
<br />depend~nt appraisers and the City has offered more than the appraised value but has not
<br />been successful in concluding the purchase."
