_December 8. 1998 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, December 8, 1998, <br />there were present: <br /> <br />Mayor James W. Holley Ill, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie City Attorney G. Timothy Oksman. <br /> <br /> Vice Mayor Griffin opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting on November 24, 1998, and a Regular Meeting on November 24, <br />1998, and was adopted by unanimous vote. <br /> <br />98 -271 - Presentations: <br /> <br />Proclamation presented to Rosemary Carter for "Drunk and Drugged Driving (3D) <br />Prevention Month." <br /> <br />Presentation of the John T. Hanna Award to Jimmy Williford recogmz~ng <br />Portsmouth Safety Town for Outstanding Achievement in "Traffic Safety, <br />Education and Prevention. <br /> <br />- Public Hearing <br /> <br />98 - 272 - Public Hearing on use permit, rezon~ng, group housing project and street <br /> closing applications: <br /> <br />(a) UP-98-17 <br /> <br />WEST GROVE NEIGHBORHOOD - Edward Colden, Sr. <br />requests a use permit to operate a child care facility at 533 <br />Lenora Avenue. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that UP-98-17 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) Z-98-08 <br /> <br />DOWNTOWN NEIGHBORHOOD - Gregory J. Dodd of Horton <br />and Dodd, P.C., agent for Portsmouth Redevelopment and <br />Housing Authority, requests a rezoning of a portion of the Ida <br />Barbour Housing Complex from RM-60 to Downtown D-1 <br />Residential. <br /> <br />1 Robert Freeman, 339 H~gh Street, representing PRHA, provided information <br />pertaining to the requested rezoning. <br /> <br />2. J. Gregory Dodd, 300 George Washington Highway, provided information <br /> pertaining to the requested rezoning. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that Z-98-08 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />( c ) GHP-98-04 <br /> <br />DOWNTOWN NEIGHBORHOOD - Gregory J. Dodd of Horton <br />and Dodd, P.C., agent for Portsmouth Redevelopment and <br />Housing Authority, proposes construction of 7 duplex units within <br />the Hope Vi Project. <br /> <br />1. J. Gregory Dodd, 300 George Washington Highway, provided information <br />pertaining to the requested group housing project. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Benn, to concur with the <br />recommendation of the Planning Commission that GHP-98-04 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br /> <br />
