<br />At a Called Meeting of the City Council on Tuesday, December 8, 1998, there
<br />were present:
<br />
<br />*Mayor James W. Holley III Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts,
<br />P. Ward Robinett, Jr., J. Thomas Benn Ill, William E. Moody, Jr., Charles B.
<br />Whitehurst, Sr., City Manager Ronald W. Massie, City Attorney G. Timothy
<br />Oksman.

<br />98 - 269 - The following call for the meeting was read:
<br />
<br /> "Please attend a Called Meeting of the City Council to be held in the City
<br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday,
<br />December 8, 1998, for the purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into an Executive Session.
<br />
<br />By order of the Mayor."

<br />98 - 270 - The following item was discussed in Public Work Session:
<br />
<br />Joint meeting with the members of the Portsmouth School Board:
<br />
<br />In attendance from the Schod Board were:
<br />
<br />Lawrence I'Anson, Jr., Cha'rman, James Bridgeford, Dr. Elizabeth Daniels, Dr.
<br />David Joyner, Louise Walden, Byron Kloeppel, Herbert Mott, B. Keith Nance, Sr.,
<br />Ray Smith, Jr.
<br />
<br /> Motion by Mr. Robinett, and seconded by Mr. Whitehurst, to go into
<br />Executive Session pursuant to provisions of Section 2.1-344 of [he Code of
<br />Virginia, to discuss or consider the following:
<br />
<br /> (1) Discussion of appointments by Council to committees, boards, or
<br />commissions, as permittec by Subsection (A)(1).
<br />
<br /> Motion was adopted by unanimous vote.
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, pursuant to Section 2.1-
<br />344,1 of the Code of Virginia certifying tha~ to the best of the Council Member's
<br />knowledge during the immediately preceding Executive Session of the City
<br />Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br /> requirements by the Virginia Freedom of Information Act, and
<br />
<br />Only such public business matters as were identified in the motion by
<br />which' the Executive Session was convened, were heard, discussed or
<br />considered in the meeting by the City Council.
<br />
<br />The motion was adopted by unanimous vote.
<br />
<br />On motion, meeting adjourned.
