Mn~h~-~3. 1971 <br /> <br /> 71-104 - "At the last City Council meeting, you gentlemen referred to the City Attorney <br />for a legal opinion a letter from the Chairman of the Parks and Recreation Commission request- <br />lng that said Commission be designated as the appropriate body to name park areas and facili- <br />ties. <br /> <br /> It is my opinion that the Parks and Recreation Commission is already empowered to name <br />such areas and facilities under authority of Section 2-71.1 of the Code of the City of <br />Portsmouth 1961. Such section sets forth the powers and duties of the Parks and Recreation <br />Commission. It should be pointed out, however, that such power to name park areas and facili- <br />ties is, of course, subject to review by the City Council. Such review is granted under <br />authority of Section 2-71.5 of the Code of the City of Portsmouth, 1961 wherein it says: <br />"All actions of the Park and Recreation Commission shall be subject to review by the City <br />Council which may take such action thereon as it deems advisable." <br /> <br /> On motion of Mr. Irvine Smith, an opinion rendered by Mr. W. J. O'Brien, Jr., Assistant <br />City Attorney, relating to the Parks and Recreation Commission requesting that said Commission <br />be designated as the appropriate body to name park areas and facilities, was received as in- <br />formation, with a copy of the letter to be sent to the Chairman of Parks and Recreation, <br />was adopted by the following vote: <br /> <br />Ayes: Holley, Johnson, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-107 The following resolution commending Judge Leo P. Blair for his long and faith- <br />ful service to the City of Portsmouth was read: <br /> <br />"A RESOLUTION COMMENDING JUDGE LEO P. BLAIR FOR HIS LONG AND FAITHFUl SERVICE <br />TO THE CITY OF PORTSMOUTH <br /> <br /> WHEREAS, Judge Leo P. Blair will retire as Judge of the Juvenile and Domestic Relations <br />C~urt and Associate Judge of the Municipal Court, Civil Division, at the end of this month, <br />after having served as such for over eleven years; and <br /> <br />WHEREAS, the said Judge Leo P. Blair has bean a devoted and loyal public servant; and <br /> <br /> WHEREAS, the citizens of Portsmouth are deeply <br />efficient way xn which he has always striven to aid <br />Portsmouth; <br /> <br />indebted to Judge Blair for the fine and <br />and assist the youth of the City of <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the appreciation of the citizens of this City for the long and faithful service rendered by <br />Judge Leo P. Blair to the City and to his fellow citizens be expressed and hereby conveyed <br />to him. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be presented to the said Judge <br />Leo P. Blair as a token of the esteem in which he is held by the people of this City.' <br /> <br /> Mr. Irvine Smith moved that the resolution be presented to Judge Blair at an appropriate <br />time, was adopted without dissenting vote. <br /> <br />NEW BUSINESS <br /> <br />71-121 The following letter from Mr. F. Ervin Cockman was read: <br /> <br /> "Will you please vote against letting a real estate office move into the property <br />located at King Street and Caroline Avenue in Westhaven? <br /> <br /> We do not want that business nor any other business located in our area. It's also too <br />congested on that corner for a business." <br /> <br /> On motion of Mr. Irvine Smith, the letter was referred to the meeting of Public Hearing, <br />April 12, 1971, by the following vote: <br /> <br />Ayes: Holley, Johnson, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> 71-122 The following letter from Mrs. Z. V. Davis, 4521 Columbia Street, Portsmouth, <br />was read: <br /> <br /> "Last June, I presented a petition to the City Council, asking that the 4300 and 4400 <br />blocks of Columbia Street in Westhaven be curbed and guttered. It was signed by the property <br />owners on these blocks. <br /> <br /> These signers have continually asked me when this will be done, and now that our property <br />has a newly assessed value, making our real estate taxes higher, we feel more than ever that <br />we should have this done. <br /> <br /> All of the property owners on these blocks will appreciate it very much, if you will <br />give this matter your earliest attention." <br /> <br /> On motion of Mr. Raymond Smith, the matter was voted to be ass i4ned a priority for next <br />years fisca] appropriation, was adopted by the following vote: <br /> <br />Ayes: Johnspg,~irvine~Smith~Rgy~on~ Smith,.
