<br /> On motion of Mr. Raymond Smith, the following mes0!~tion was adopted, and by the fol-
<br />lowing vote:

<br />"RESOLUTION APPOINTING VIEWERS FOR CLOSING OF THAT CERTAIN ALLEY 10'
<br />IN WIDTH LOCATED 110' WEST OF THE WESTERN RIGHT OF WAY LINE OF JAMESTOWN
<br />AVENUE AND EXTENDING NORTH 105' FROM THE NORTHERN RIGHT OF WAY LINE OF
<br />COLUMBIA STREET.
<br />
<br /> WHEREAS, Robert L. Ewell and Nell F. Ewell have made application to vacate
<br />and close the hereinafter described portion of a certain alley and it appearing that notice
<br />of the application and request for the appointment of viewers was duly posted on April 19,
<br />1971, on the bulletin board of the Court of Hustings for the City of Portsmouth, on the bull
<br />board of the Circuit Court o{ the City of Portsmouth, and on the bulletin board of the Muni-
<br />cipal Court of the City of Portsmouth.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />Frank N. Bilisoly, Zalmon I. Blachman, Luther Tapp, James Choate and Joseph Kiss, be appointe
<br />viewers to view the hereinafter described portion of such alley and report to this Council
<br />in writing whether in their opinion any, and if any, what inconvenience would result from va-
<br />cating and closing the following:
<br />
<br />That certain alley 10' in width located 110' west of the western right-
<br />of-way line of Jamestown Avenue and extending north 105' from the northern
<br />right-of-way line of Columbia Street."

<br /> 71-194 - "I submit the attached resolution and recommend its adoption. This amends the
<br />Crawford Urban Renewal Project plan with regard to Parcel 11 on the northeast corner of Cour'
<br />and County Streets.
<br />
<br /> The resolution eliminates the maximum building height of 30 feet, and also eliminates
<br />the 20-ft. setback from the easterly property line. The Housing Authority has requested this
<br />amendment as the developer of this property desires to build a multi-story building.
<br />
<br /> The Authority further advises that this will in no way interfere with the use and value
<br />of the surrounding property, or the potential development of the area. Further, the eliminat
<br />of the 20-ft. setback from the easterly property line is justified due to the dedication of
<br />a 5-ft. utility easement and a 2S-ft. paved and curbed access lane adjacent to the eastern
<br />boundary of the parcel."

<br /> On motion of Mr. Irvi'ne Smith, the following resolution was adopted, and by the follow-
<br />ing vote:

<br />"RESOLUTION OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA, APPROVING
<br />THE REDEVELOPMENT PLAN AS AMENDED BY AMENDMENT NO.6, CRAWFORD URBAN RE-
<br />NEWAL PROJECT, VA R-SS
<br />
<br /> WHEREAS, by resolution adopted August 9, 1967, and amended by Amendment NO. S, dated
<br />January, 1970, the Council of the City of Portsmouth approveda, a Redevelopment Plan for the
<br />Crawford Urban Renewal Project, designated as Project VA R-53; and
<br />
<br /> WHEREAS, in accordance with Section F of said Plan, it so.provides that said Redevelop-
<br />ment Plan may be amendedbby the Portsmouth Redevelopment and Housing Authority with the
<br />consent of the City Council; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority in undertaking the ex-
<br />ecution of Project No. VA R-53 has found it necessary to make minor changes to said Redevelop
<br />ment Plan; and
<br />
<br /> WHEREAS, the Portsmouth Redevelopment and Housing Authority has approved the changfs to
<br />the Redevelopment Plan by resolution which Plan dated April, 1971, together with said re-
<br />solution has been referred to City Council for review and approval and the City Council has
<br />duly considered said Redevelopment Plan;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORTSMOUTH,VIRGINIA,
<br />as follows:
<br />
<br /> 1. That said Redevelopment Plan, as amended, dated April, 1971, for the Project
<br />aforementioned, having been duly reviewed and considered is hereby approved.
<br />
<br /> 2. That the City Clerk be and is hereby directedtto file said copy of Redevelopment
<br />Plan with the minutes of this m~eting."

<br /> 71-195 "I recommend that I be authorized to apply for Title VIII funds to be used for
<br />organizational training in the City of Portsmouth municipal government. There is available
<br />to the City $9,270 of these funds for which we can match with in-kind service.
<br />
<br /> Six programs have been developed to upgrade the City of Portsmouth's personnel at all
<br />levels. These programs are as follows:
