<br />At a regular meeting of the City Council, held on May 11, 1971, there were present:
<br />Jack P. Barnes, James W. Holley, Burrell R. Johnson, Isaac W. King, R. Irvine Smith,
<br />Raymcnd B. Smith, Raymond Turner, A. P. Johnson, Jr., City Manager, and M. A. Korb,
<br />City Attorney.
<br />The meeting was opened with prayer by Mr. King.
<br />Mayor Jack P. Barnes extended a note of welcome to all visitors.
<br />
<br />Fhe minutes of the April 27, 1971 meeting were approved as corrected.
<br />
<br /> 71-159 Resolutions of appreciation were extended Mrs. Robert F. McMurran and Mr.
<br />Blachman for their services on the Portsmouth Library Board.

<br />The following reports from the City Manager were read:

<br /> 71-191 "I submit the attached ordinance and recommend it be placed on first
<br />This designates Chestnut Street between George Washington Highway and Portsmouth
<br />one-way north. At the present time, this street is designated one-way south.
<br />

<br />Boulevard
<br />
<br /> The Effingham Street Project (Route 141), which has recently been completed, provided
<br />for a left-turn storage lane on George Washington Highway at Chestnut Street for eastbound
<br />traffic. It is, therefore, necessary to reverse the direction of the traffic on Chestnut
<br />Street in order to improve the traffic flow in this area."

<br /> On motion of Mr. Raymond Turner, the following ordinance was placed on first reading,
<br />and by the following vote:

<br />~AN ORDINANCE TO AMEND SECTION 18-90 OF THE CODE OF THE CITY OF PORTSMOUTH,
<br />VIRGINIA, 1961, MAKING CHESTNUT STREET ONE-WAY NORTH BETWEEN PORTSMOUTH
<br />BOULEVARD AND GEORGE WASHINGTON HIGHWAY.'

<br /> 71-192 "I submit the attached resolution and recommend its adoption. This
<br />Southeastern Virginia Planning District Commission as the coordinating agency for
<br />in the National Transportation Needs Study.
<br />
<br /> The Southeastern Virginia Planning District Commission has been requested by the State
<br />to assume responsibility of coordinating various in-puts from the participating jurisdictions
<br />to meet the National Transportation Needs Study. Data must be provided to the Virginia Govern
<br />Steering Committee by August 1, 1971. The Governor must present his report to the U. S. Depa
<br />ment of Transportation by September 1, 1971.

<br /> The Commission is willing to assume the
<br />but desires to have explicit indication from
<br />action and pledging full cooperation of local
<br />in this effort."

<br />"RESOLUTION AUTHORIZING THE SOUTHEASTERN VIRGINIA PLANNING DISTRICT COMMISSION
<br />TO COORDINATE THE NATIONAL TRANSPORTATION NEEDS STUDY FOR DISTRICT NO. 20.
<br />
<br /> WHEREAS, the U. S. Department of Transportation has undertaken a National Transportation
<br />Needs Study to be presented to Congress in early 1972 as the basis for recommending legislati~
<br />and expenditure policies; and
<br />
<br /> WHEREAS, the Governor of Virginia must present the Commonwealth position to the Departmer
<br />of Transportation no later than September 1, 1971, based on information to be developed
<br />several State agencies in cooperation with local governments; and
<br />
<br /> WHEREAS, the need to expedite this Study has been presented to the Southeastern Virginia~
<br />Planning District Commission by representatives of the Governor with a request for aid in
<br />coordinating the local efforts to input data to the Study; and
<br />
<br /> WHBRBAS, the Commission would, in such effort, be expending staff time and funds not
<br />expressly contributed by its local participating jurisdictions for such effort, yet in accord
<br />with its overall objectives and work program;
<br />
<br /> NOW,

<br />the National Transportation Needs Study and pledges
<br />departments and their personnel to help provide the
<br />
<br />THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that
<br />authorizes the Southeastern Virginia Planning District Commission to act as the
<br />the~City of Portsmouth in supporting the District inputs to the State portion of
<br />
<br />the reasonable cooperation of the City's
<br />local inputs needed for such study'."

<br /> 71-193 - "I submit the attached resolution and recommend its adoption. %his appoints
<br />five viewers for the closing of an unnamed alley 10 feet in width, located 110 feet west of
<br />the western right-of-way line of Jamestown Avenue and extending north 105 feet from the northern
<br />right-of-way line of Columbia Street.
<br />
<br /> This closing has been requested by Mr. Robert L. Ewell, and the closing has been approved
<br />by the Planning Commission.
