May 25, 1971 <br /> <br />special efforts and programs, to halt and reverse the spreading blight afflicting our resi- <br />dential neighborhoods. Despite the financial squeeze on the City at this time, I urge that <br />nothing be done which could jeopardize the enactment of the essential and constructive rental <br />property inspection and registration programs above." <br /> <br /> On motion of Mr. Irvine Smith, and seconded by Mr. Turner, tkat the <br />by the Board of Directors of the Health, Welfare and Recreation Planning <br />as information, was adopted by the following vote: <br /> <br />resolution adopted <br />Council, be received <br /> <br />A,yes: Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: Molley <br /> <br /> Mr,.~Johnson moved*that the City Manager start immediately to find men in other city <br />departments thai-can:be loaned full time to a minimum housing effort of Dr. Buttery as long <br />as needed and that~these men be trained on a crash program to start a blanket coverage of the <br />entire city, also, that the City Attorney's department start full efforts to help Dr. Buttery <br />coordinate this all-out effort against slum and deterioratihg housing, was adopted by the <br />following vote: <br /> <br />Ayes: Holley, Johnson, King, Irvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br />and duly seconded by Mr. Irvine Smith. <br /> <br /> 71-226 - On motion of Mr. Irvine Smith and seconded by Mr. Raymond Smith, the floor <br />was opened for the election of members to Boards and Commissions. <br /> <br /> Mr. Turner fimmihated Dr. Harvey N. Johnson, Sr., to the Board of the Tidewatez Community <br />College Board, Frederick Campus. <br /> <br />Mr. Irvine Smith moved that nominations be closed- <br /> <br /> Vote being taken, Dr. Johnson was elected a member of <br />Board unanimously. <br /> <br />the Tidewater Community College <br /> <br /> Mr. Holley moved that Mr. B. C. Meting be re-elected to <br /> <br /> Mr. Turner moved that nominations be closed. A <br /> <br /> Mr. Meting was re-elected a member to the Board <br />term expiring March 1, 1975, without dissenting vote. <br /> <br /> Mr. Holley moved that Messrs. Ira Price and <br />Bond Commission. <br /> <br /> Mr. Raymond Smith moved that nominations be <br /> <br /> Messrs. iPrice and Peele were re-elected to the Portsmouth <br />term, expiring March 1, 1974, without dissenting vote. <br /> <br /> Mr. Isaac King moved that Mr. R. D. McDaniel be elected to <br /> <br /> the Board of Electrical Examiners <br /> vote to close was supported unanimously. <br /> of Electrical Examiners for four years, <br /> <br />Lloyd Peele be re-elected to the Portsmouth <br /> <br />closed, receiving a unanimous vote. <br /> <br /> Bond Commission for three year <br /> <br />the Highway Safety Commission <br /> <br />to replace Mr. John W. Flora. <br /> <br /> Mr. Turner moved that nominations be closed and received a unanimous vote. <br /> <br /> Mr. McDaniel waa elected to the Highway Safety Commission to fill the unexpired <br />Mr. Flora, whose term expires November 1, 1973, by nnanimous vote. <br /> <br /> 71-227 - ~. Holley made a motion that the City Manager look into the situation <br />general lawlessness in the City of Portsmouth, was adopted by the following ~ote: <br /> <br /> 71-228 <br />sale of glue <br /> <br />term of <br /> <br />of <br /> <br />Ayes: Holley, Jehnson, King, lrvine Smith, Raymond Smith, Turner, Barnes <br />Nays: None <br /> <br /> Mr. Irvine Smith asked that the City Manager investigate the situation of the <br /> to youth ~n volume by city merchants. <br /> <br /> 71-229 Mr. Irvine Smith requested that the City Manager l~ok into the possibility of <br />providing a traffic light at the intersection of London~Glasgow and Peninsula Avenue. <br /> <br /> 71-230 Mr. Irvine Smith requested that the City Manager look <br />otherwise throwing trash in the front yards of houses. <br /> <br />into the maliciously or <br /> <br /> 71-231 Mr. Irvine Smith asked that the City Manager look into the ~ossibility of old <br />buildihgs on Holladay g~d Blair Streets presenting fire hazards. <br /> <br /> 71-232 - Mr. Turner asked that the City Manager consider placing black police officers <br />on the vice squad. <br /> <br /> 71-233 - Mr. Turner asked that Bide-A-Wee Golf Course be opened to all <br />operator §tand the chance of lease revocation. A report by the City Manager <br />was requested for the next Council meeting. <br /> <br />persons or the <br />and City Attorney <br /> <br /> 71-234 - Mr. Raymond Smith asked that the Mayor select a delegate to attend the Urban 12 <br />meetings in the event that the Mayor was unable to attend.' <br /> <br /> <br />
