<br />The s.ame kids today that we label as "thugs" are the future leaders of tomorrow. Instead of
<br />ridiculing these kids when they are asking for help, we (political leaders, adults, parents,
<br />guardians and churches) should become involved and advise these kids. For years we have bee
<br />paying taxes and still we do not have a completed official little league field.
<br />
<br /> Mr. ~oseph Wright and myself would welcoming the opportunity, as advis'ers to these
<br />children, to present to any group organization and what have you the representatives of this
<br />young black group and their problems."

<br /> On motion of Mr. Holley and seconded by Mr. Turner, the matter be referred to the
<br />Citizens Advisory Committee and Parks and Recreation Commission. Further that the CAC and
<br />Recreation Commission call a special meeting to consider the contents of the attached letter

<br /> 71-287 - Letter from Miss Barbara Jones, request to speak:

<br /> "The Board of Directors of the National Welfare Rights Organization (Portsmouth Branch),
<br />request time during the next City Council meeting. During this time, we wish to have read a
<br />letter concerning a matter of the utmost importance We would appreciate a reply to this
<br />request." '

<br /> Miss Barbara Jones, Corresponding Secretary of the Naiional Welfare Rights Organization
<br />(Portsmouth Branch) spoke in reference to the inadequate restroom facilities in the Food
<br />Stamp Office. *See letter

<br /> On motion of Mr. Turner and seconded by Mr. Johnson, the matter was referred to the City
<br />Manager for rectification, was adopted, without dissenting vote.

<br /> 71-290 The following letter was received from Mr. Douglas M. Montgomery, President,
<br />Tidewater Community College, Portsmouth, Virginia:
<br />
<br /> "lhe Board of Tidewater Community College greatly values the consistent support given
<br />to the College by the city of Portsmouth.
<br />
<br /> Each year the College's Board has requested a small sum of money for a variety of ex-
<br />penses not covered by the College's fermal budget.
<br />
<br /> The Board is aware that your city faces an unusually difficult financial situation this
<br />year and, therefore, wishes to make no request for funds for the Fiscal Year 1971-72.
<br />
<br /> A detailed accounting of the past year's expenses will be forwarded to your office as
<br />part of the President's Annual Report which will be written in the near future."

<br /> On motion of Mr. King and seconded by Mr. Raymond Smith, the letter to be received as
<br />information, was adopted, and by the following vote:

<br />BY ADDING TO CHAPTER 2 THEREOF, A NEW ARTICLE CONSISTING OF ELEVEN SECTIONS,
<br />PERTAINING TO THE ESTABLISHMENT OF A MUSEUM AND FINE ARTS COMMISSION AND ITS

<br /> 71-292 - Mr. Holley requested that th~ City Clerk write a letter to the Portsmouth
<br />Redevelopment and Housing Authority to find out the Authority's detailed procedure of notify-
<br />ing and relocating businesses with special reference to the circumstances surrounding the
<br />Merrimac Restaurant.

<br />* Letter from Mrs. Catherine Fortineau, Secretary, The Board of Directors of the Portsmouth
<br />Branch of The National Welfare Rights Organization:
<br />
<br /> "The Board of Directors of the Portsmouth Branch of the National Welfare Rights Organi-
<br />zation is Concerned about the rest room facility in the Food Stamp Office. The situation,
<br />at present, is deplorable, intolerable and illegal, for there is only one rest room to serve
<br />both men and women, both employees and patrons.
<br />
<br /> Insofar as employees are concerned, state code requirements provide that where four or
<br />more persons including males and females are employed, s~parate rest room facilities must be
<br />provided. At least 12 persons of both sexes are presently employed in the Food Stamp Office.
<br />
<br /> Regarding public usage of such facilities, health department regulations provide for
<br />adequate and separate facilities in such places for male and female patrons.
<br />
<br /> Compounding ~his lack of separate restroom facilities is the fact that the lock to the
<br />public rest room door does not work properly, subjecting users to potential embarrasmment.
