<br />At a regular meeting of the City Council, held on June 22, 1971, there were present:

<br />Jack P. Barnes, James W. Holley, Burrell R. Johnson, Isaac W. King, R. Irvine Smith,
<br />Raymond B. Smith, Raymond Turner, A. P. Johnson, Jr., City Manager and M. A Korb Jr.

<br />
<br />Mayor Barnes extended a word of welcome to all visiting
<br />
<br />The following reports from the City Manager were read:
<br />
<br />citizens.
<br />
<br /> 71-276 - "I submit the attached ordinance and recommend it be placed on first reading.
<br />This requires all property owners in the 100 through 400 blocks of High Street to have their1
<br />electric service connected underground. It requires that the service be underground by De-
<br />cember 31, 1971.
<br /> There are four electric services that have not been installed underground in these blocks.
<br />When all services are underground, new street lighting standards will be installed with the
<br />new type lights. These are the same as have been installed on Crawford Street."
<br />
<br /> On motion of Mr. Turner and seconded by Mr. Johnson, the following ordinance was ap-
<br />proved on first reading by the following vote:

<br /> 71-278 "I recommend that I be authorized to transfer to the Portsmouth Redevelopment
<br />and Housing Authority property located at 305 High Street.
<br />
<br /> In 1968 or 1969, the Portsmouth Redevelopment and Housing Authority had a condemndation
<br />suit for property at 305 High Street. This involved the acquisition by the Authority of
<br />the improvements on the property occupied by Glover Center of Music.
<br />
<br /> As part of the condemnation award, agreement was reached that the Housing Authority
<br />would pay the value of the building as improved and Glover would make a donation of the
<br />land to the City of Portsmouth. Since the land was outside of the Crawford Renewal area,
<br />the Authority felt it inappropriate to take title and the City could use the property as
<br />a project cost.
<br />
<br /> The De~partment of Housing and Urban Development has taken exception to this and requires
<br />that it be a part of the project cost. It is therefore necessary to deed the property
<br />to the Housing Authority in order for it to be a part of the Crawford Urban Renewal Project.'~
<br />
<br /> On motion of Mr. Raymond Smith and seconded by Mr. Johnson, the recommendation by the
<br />City Manager was approved by the following vote:

<br /> 71-279 "Attached hereto is a letter from the City Assessor's office recommending
<br />a rebate of taxes erroneously assessed. These are taxes for the years of 1967 through 1971
<br />in the amount of $407.29. I recommend these taxes be refunded to Norman R. Hamilton, et
<br />als ."
<br />
<br /> On motion of Mr. ~urner and seconded by blr. Irvine Smith. the recpmmendation by the
<br />City Manager was approved by the following vote:
